Special NoticeSynopsis: The Department of Veterans Affairs, VA Medical Center, Providence, RI, has awarded purchase order number 650-C90315 for removal of existing and furnish and install one (1) 60 ton air cooled condenser unit at the VA Medical Center Providence, RI. Below is the approved justification and authorization for use of other than full and open competition. MEMORANDUMDate: March 23, 2009 From: Contract Specialist (90C) Subj: JUSTIFICATION AND AUTHORIZATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION; Installation of new condenser unit, building 35 at VA Medical Center, Providence, RI. To: File 1.AGENCY AND CONTRACTING ACTIVITY: Department of Veterans Affairs, VA Medical Center 830 Chalkstone Ave, Providence, RI 02908. 2.DESCRIPTION OF ACTION: This is an urgent and compelling purchase order action for the removal of existing condenser and furnish/installation of a new 60 ton air cooled condenser unit at building 35 (laboratory). 3.DESCRIPTION OF SUPPLIES/SERVICES: Work includes Provide all labor, transportation, materials, apparatus, tools, equipment and permits necessary for the following work. The general limit of the specified work area will be located in the VAMC, 830 Chalkstone Ave., Providence, RI 02908. The work will generally entail the replacement of one condensing unit.Demolition Remove the one existing condensing unit on the west side of B-35 on the ground level. The unit is located behind a chain-line fence. HVAC work to be performed 1. Install a 60 ton air-cooled condensing unit. 2. Condensing unit to have a low ambient kit installed. 3. Condensing unit to have hot gas bypass installed. 4. Condenser to have remote control transformer relay package. 5. All electrical work required for a complete installation is included. 6. Condensing unit start-up, commissioning and operator training shall be included. 7. Operation and maintenance manuals shall be provided. 8. Re-pipe riser at AHU and related work as stated on Nexgen proposal dated 3/23/09. 4.AUTHORITY CITED: FAR 6.302-2, Unusual and Compelling Urgency. 5.REASON FOR AUTHORITY CITED: The Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits proposals. Due to the sensitive nature of the laboratory experiments and the condenser is required to ensure adequate temperature control in the laboratory especially as warmer weather arrives. 6.EFFORTS TO OBTAIN COMPETITION: This is a one time action. When the condenser failed the Contracting Specialist contracted three local companies and requested quotes and time frames from each for acquiring and installing the condenser. 7.FAIR AND REASONABLE PRICE DETERMINATION: Estimated cost is $40,000.00. Estimated cost is based on current market prices. The Contracting Specialist evaluated all three quotes received for both cost and time frame. Nexgen quote was the lowest and had the required item in stock so could start immediately. 8.MARKET RESEARCH: Limited market research was done in order to contact three companies for quote. 9.OTHER FACTORS: None 10.INTERESTED SOURCES: Regan Heating and Air Conditioning, B&L Mechanical are both local companies that can provide the services in accordance with the Government although each had a long lead time of approximately 8 weeks.
