- COMBINED SYNOPSIS/SOLICITATION (HDCAM STUDIO VTR) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation/synopsis reference number 2165-9040-0621 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word “quoter” substituted for “offeror”. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-30, DFARS change 19 Jan 2009. (1) FAR 52.212-1 (Instructions to Offerors – Commercial Items) (JAN 2005): (a)Re para (a): NAICS 334220 ; this requirement is unrestricted, Standard 750. (b)Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2)FAR 52.212-2 (Evaluation – Commercial Items) (JAN 1999) with the following insertion in para (a) “lowest priced technically acceptable quote with acceptable past performance.” Technical evaluation will be whether quoted items satisfy all requirements in CLIN 0001 descriptions below. (3)QUOTATIONS MUST BE RECEIVED NOT LATER THAN 2:00 PM PACIFIC TIME April 17, 2009 IN ORDER TO BE CONSIDERED. Quotations may be emailed to Jessie.Feliciano@dodmedia.osd.mil or sent via fax to (951) 413-2432. Due to technical issues email and fax may not result in your proposal arriving before the cut-off time, please allow extra time if you’re sending your quote via electronic means. (4)Quotations must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications – Commercial Items) (MAR 2005) with Alt 1 (APR 2002) or indication that reps and certs are in ORCA. CLIN 0001 HDCAM Studio VTR with Multi-format playback. Capable of playingback. Digital Betacam, Betacam SP. Betacam SX. MPEG IMIX. Record and play back HDCAM. UPconvert SD and Downconvert HD. Capacity to handle Dolby-E and AC-3 audio. Sony Model HDWM2000/20 Or equal. HDCAM Studio Video Tape Recorder On output, capable of up converting standard definition video material to high definition and down converting high definition material to standard definition. Capable of playing back legacy Digital Betacam, Betacam SP, Betacam SX and MPEG IMX videotape formats. Capable of recording and playing back the HDCAM video format. Capable of recording and playing back stereo, Dolby E and AC-3 audio. QTY 3 ALL ITEMS ARE TO BE SHIPPED: TO DEFENSE MEDIA CENTER BLDG 2730, 23755 Z STREET, RIVERSIDE, CA 92518-2017 The Government will consider quotes only from “authorized resellers” The contractor must bid on ALL items and must be quoted FOB Destination. This is a brand name or equal requirement.Offers submitting an “or equal” offer are required to submit the necessary technical literature for evaluating compliance with the salient features. The Government will issue an order to the responsible quoter; with acceptable past performance, submitting the lowest priced technically acceptable quotation. Extend the responce date from 15 April, 2009 to 17 April 2009, 2:00 PM, and increase the Qty form 3 to 6. All other terms and condition remian the same.
