Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure and award, on an other than full and open competition basis, a Firm Fixed Price contract with Team Corporation, 11591 Watertank Road, Burlington, WA 98233-3362, for a weapons dynamic test system. The test system shall be capable of testing all Navy weapon systems in their simulated dynamic environments. Some of these modes of dynamic excitation include transportation vibration, shipboard vibration, steady-state aircraft vibration, buffet aircraft vibration, transonic aircraft vibration, and a variety of shock excitation. The weapons dynamic test system will provide the ability to conduct tests defined by MIL-STD 167C, MIL-STD 810 F/G, MIL-STD 2105C and NATO, Standardized NATO Agreements (STANAG), for all Navy weapon systems. The scope of this contract includes the manufacture, installation, and validation of the weapons dynamic test system at the NAWCWD, China Lake. This test system shall meet all established NATO, Navy, and Department of Defense (DOD) dynamic test standards and must maintain commonality between similar and existing NAWCWD dynamic test systems. The majority of this system will be h! ydraulically actuated to achieve high displacement, high force test profiles. The system must have the ability to produce 50,000 lbf, a displacement of 10.5 inches, a velocity of 144 inch/second, and the ability to test six (6) degrees of freedom (6DOF) simultaneously with 2 inches of stroke. The sub-systems must have interchangeability to allow a wide variety of test setups and the ability to exchange parts among sub-systems. The entire system must be able to mount to and dynamically function with the facilities predesigned and fabricated reaction masses. Delivery, installation, and system validation is required by April 2011. TEAM Corporation is the only firm who can provide the required weapons test system because they are the only firm who has an approved design for weapons dynamic test system equipment that will fit and dynamically function with the predesigned and fabricated reaction masses required and has system commonality between similar and existing NAWCWD d! ynamic test system equipment. Additionally, Team is the only firm that can meet the Government's required delivery schedule. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing a dynamic test system meeting all technical requirements may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-09-R-0061 and clearly show the firm's capability, background, experience and assets necessary to provide the required weapons test system mentioned above without compromising the quality, accuracy, reliability, and delivery of the products. Written responses shall be submitted by email to jane.price@navy.mil or mailed to Commander, Code 210000D (Jane Price), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd. Mail Stop 4015, China Lake, CA 93555-6108 within 15 days from the Notice date. The solicitation will be posted on FedBizOps on or about June 30, 2009. The solicitation will close on or about July 30!, 2009. Award is anticipated on or about September 30, 2009. See numbered note 22.
