- This competitive acquisition is limited to eligible 8(a) firms. The Department of Homeland Security, Immigration and Customs Enforcement has a requirement to procure data entry services in support of the Office of Principal Legal Advisor (OPLA) General Counsel Electronic Management System (GEMS) database. GEMS is a knowledge management system that contains case data relating to on-going legal matters before the Immigration Courts and related legal entities. The offeror will be required to provide approximately 50 employees to scan documents and update records in 38 OPLA offices and sub-offices across the country. On a nationwide basis, it is estimated that approximately 100,000 documents will be scanned and 40,000 records updated monthly. Services are required beginning on or about September 1, 2009 through January 31, 2010. The Request for Proposal (RFP) will include four one-year options to continue services through January 31, 2014. A 60-day transition period will be provided to allow time for personnel recruitment and completion of the required background investigations. Services may begin prior to September 1, 2009 if the transition period requires less time than anticipated. Award will be made on a firm fixed price basis. The NAICS code is 518210. The SBA requirement reference number for this procurement is 0610-09-902695. Solicitation HSCEMD-09-R-00004 will be issued on or about May 4, 2009. Proposals in response to this solicitation will be due on or about June 3, 2009. We are seeking offerors that can provide services at all 38 locations. It is our intent to award one contract from this solicitation. However, we reserve the right to award multiple contracts if a source cannot be found that is capable of satisfying the requirement at all of the locations. Interested 8(a) firms are encouraged to request a copy of the solicitation as expeditiously as possible as the RFP will be issued without further notice.
