Description
This Small Business Market Survey replaces Market-Survey-4495-1. The purpose of this market survey is to identify to the Government, potential Small Business sources interested in this procurement as a Small Business prime contract. This contract will establish requirements for a level-of-effort base contract of five (5) years to address the multi-intelligence requirements for a deployable strategic and tactical C4ISR system to conduct joint, interagency and coalition coordination in support of harbor defense and maritime critical infrastructure protection and related littoral activities. The tasks under this contract will support leveraging and modifying existing products and developing advanced versions of such products to accelerate the implementation of C4ISR technologies needed to provide a cost effective solution for protecting a variety of assets (air, ground, sea, subsurface) comprising the littorals, harbors, ports, adjacent water systems and land masses. The purpose is to apply these products to the Joint Unified Maritime Protection System (JUMPS) architecture and provide network and life cycle management support in a synergistic relationship with its current customers, such as PM Command Posts Harbormaster Command and Control Center (HCCC), Army Corps of Engineers (ACE) Mississippi Valley Division, Naval Air Systems Command (NAVAIR) for the Tampa Maritime Domain Awareness System and the European Command (EUCOM). Relevant tasks include: 1.Develop JUMPS software architecture that includes sensor processing, communications, data fusion and common operational picture (COP) capabilities for PM Command Posts Harbormaster Command and Control Center (HCCC), Army Corps of Engineers (ACE) Mississippi Valley Division, and Tampa Maritime Domain Awareness System. 2.Enhance communication and network facilities previously installed in the Azerbaijan Navy Command and Control Center established in Baku, Azerbaijan and leverage the Voice Over Internet Protocol (VoIP) capabilities in support of the Azerbaijan Air Force. 3.Reduce the hardware and software footprint of the JUMPS PC Geolocation System which will be used to support United States Coast Guard operations. 4.Modify the PC Geolocation System to include Differential Doppler and Time Differential Of Arrival tracking capabilities. 5.Address multi-intelligence data correlation and fusion requirements from QuIPS for integration into the Harbormaster Command and Control Center, the Army Corps of Engineers, and Tampa Maritime Domain Awareness System. 6.Evaluate how the JUMPS sensor processing, data fusion, communications, and common operational picture capabilities can be leveraged to support the post production software support programs of record, including but not limited to Guardrail Common Sensor, Guardrail Ground Baseline, Distributed Common Ground System - Army. 7.Develop and integrate the Remote Display Operator Position (RDOP) capability with the JUMPS data fusion function. 8.Refine and integrate the JUMPS Coalition Chat Line Plus into JUMPS projects related to the Harbormaster Command and Control Center, the Army Corps of Engineers, Tampa Maritime Domain Awareness System and the Azerbaijan Command and Control Center. This scope encompasses efforts aimed at the further maturation of these technologies, including further development or integration with other commercial-off-the-shelf, government-off-the-shelf, or in-development technologies. Targeted domains for technology insertion include, but are not limited to, maritime domain awareness; command and control; data fusion; communications networks; and, intelligence, surveillance and reconnaissance. Interested Small Business parties must: a.Have 75% of personnel working this contract currently cleared at the TS/SCI level. b.Be subject matter experts in the following areas: QuIPS Data Fusion, PC Geolocation System Time Differential of Arrival and Differential Doppler. c.Have technical and operational knowledge of the Harbormaster Command and Control System design and software architecture. d.Have technical and operational knowledge of the Remote Display Operator Position (RDOP) to be able to configure RDOP and train JUMPS user community on the RDOP composite radar tracking function. e.Have technical and operational knowledge of the Azerbaijan Command and Control System design, software architecture and communications network installed in Baku, Azerbaijan. f.Have technical and operational knowledge of the Tampa Maritime Domain Awareness Center Command and Control System design and software architecture.
