Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Physik Instrumente (PI) of Auburn, MA for the purchase of a Vacuum Compatible Nexline Actuator and Controller under other than full and open competition by the authority of FAR subpart 13.106-(b): Only one responsible source and no other supplies or services will satisfy agency requirements. The Sole Source determination is based on the need for the Vacuum Compatible Nexline Actuator and Controller to operate in accordance with the original equipment specifications from the manufacturer. This component is part of an instrument under construction in the NIST Nanomechanical Properties Group, Ceramics Division. This component is required to provide the coarse approach, and steady hold, of a material under test to a very-high-resolution mechanical probe. 1.Vacuum-compatible to a level of not less than 1 x 10-6 torr. 2.The actuator must be naturally-clamped. That is, with the actuator de-activated, there must be no slippage or excess motion from the last position achieved. De-activation of the actuator when not in motion stops all heat generation. 3.The full scale motion of the actuator must be a minimum of 4 millimeters to accommodate different sample sizes and a coarse approach to the measurement. 4.The actuator must be capable of sub-nanometer (no more than 1 nm) positioning resolution. 5.The volume and especially height (if actuation is “up”) must be no more that 60 mm due to space constraints in an existing vacuum chamber. 6.360-degree access to the test material surface oriented normal to direction of motion. 7.Push-pull forces of no less than 30 N so as to actuate a high-stiffness flexure for maximum stability, as well as support externally-applied forces for mechanical testing. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor’s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. (EST) on April 28, 2009. Inquiries will only be accepted via email to janet.lamb@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
