Description
This is a SOURCES SOUGHT notice, and not a request for proposals. This is a reposting of a previous notice that was erroneously posted as a presolicitation notice. The Detroit District of the U.S. Army Corps of Engineers is seeking interested firms that have the capability to provide design/build construction services for a project that shall include, but not be limited to, replacing interior station service switchgear and one 3,250 kVA exterior power transformer associated with two separate hydropower plants at the Soo Locks in Sault Ste Marie, Michigan. REPLACEMENT STATION SWITCHGEAR: The contractor shall design, manufacture, factory test, deliver, offload, reassemble, install, and field test replacement equipment with the same form, fit, and function of existing legacy station service switchgear within two separate hydropower plants located in Sault Ste. Marie, Michigan. In addition to original functionality, the switchgear shall be designed to comply with the current standards regarding Arc Flash events, designed so that maintenance can be performed with unit sub-assemblies de-energized and disconnected from the associated power bus, and be directly compatible with and support communications to existing plant PLC systems. REPLACEMENT POWER TRANSFORMER: The contractor shall design, manufacture, factory test, deliver, offload, reassembly, install, oil-fill and field test one exterior 3,250 kVA power transformer. The transformer shall replace an existing interior power transformer of the same electrical rating, thus requiring the design and construction of an exterior switchyard sized for new transformer placement. In addition to the above, the contractor shall include the tools and spare parts, and perform the work required to comply with the site operations, environmental protection, and safety and health provisions during the equipment replacement. The estimated cost of construction will be between $500,000 and $1,000,000. The North American Industrial Classification System (NAICS) code is 237130, which has a size standard of $33,500,000 in average annual receipts. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present a completed Sources Sought Information Request Form and all associated information specified therein. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed three (3) pages, not including the response form. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit the Sources Sought Information Request Form and associated information via email only to the Detroit District Contracting Office at LRE-Quotes@usace.army.mil. Responses shall include the following information: (1)A completed Sources Sought Information Request Form. (2)If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. (3)A letter from the firms bonding company verifying that the firm can be bonded up to the amount of this project. (4)Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project. (5)A statement identifying what portion of the work would be self performed, and how it would be accomplished. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 17 April 2009. PLEASE REFERENCE 'SOURCES SOUGHT: Soo Transformer & Switchgear' IN THE SUBJECT LINE. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. The formal solicitation will be issued at a later date by a separate announcement.
