- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to award a Firm-Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity Contract on a sole source basis to Bell Boeing Joint Project Office (JPO), Amarillo, Texas 79120. The procurement is for the manufacture and delivery of Peculiar Support Equipment (PSE) Hardware Workarounds and the associated supportability data, to temporarily fill fleet needs until the required PSE is designed and manufactured by Bell Boeing JPO. The PSE Workarounds will consist of: Quantity 8, Tester, Fuel Vent (SERD 1386); Quantity 7, Sling, Multi-Mode Radar (SERD 1832); Quantity 14, Test Fixture, SLL (SERD 2003); Quantity 2, Tool Set, Mini MK IV (SERD 2052); Quantity 2, Tool Set, ARRP Install (SERD 2063); Quantity 2, Tool Set, Seal Replacement (SERD 2064); Quantity 2, COAX Adapter Set (SERD 2401); Quantity 1, Loading Guide, Standpipe Cylinder (SERD 2420); Quantity 6, Adapter Fitting, 02 Purge (SERD 2437); Quantity 7, Brake Tool Set (SERD 2458); Quantity 7, Wheel Tool Set (SERD 2459); Quantity 13,Adapter, Utility Cart, Multi-mode Radar (SERD 2488); Quantity 768, Aircraft Tiedowns (SERD 2804); Quantity 13, Tool Set, Mats (SERD 2877); Quantity 13, Functional Test Control Box (SERD 2878); Quantity 14, Kit, Fuel Sampl Pump (SERD 2883); Quantity 13, Preservation Kit, Fuel Bladder (SERD 2884); Quantity 10, Adapter Fitting, 02 Purge (SERD) 2886); Quantity 34, NLG Handling Adapter (SERD 2895); Quantity 34, Lifting Adapter, Environmental Cntl Unit (SERD 3037); Quantity 15, Tube Measurement System (SERD 2093); Quantity 4, Set, Tube Measurement, MMF-Based (SERD 2094); Quantity 40, Pressure Test Guage, MV Bender (SERD 2891); Quantity 9, CMM, Mounting Set, Shipboard (SERD 2298); Quantity 9, Breadboard, Mounting Plate, Shipboard (SERD 3033); Quantity 9, Adapter Fitting, CMM Arm, Shipbaord (SERD 3034). Bell-Boeing is the Original Equipment Manufacturer of the V-22 aircraft and the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to design, develop, test and produce the required PSE. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 “Only One Reasonable Source”, therefore, a solicitation is not available for this procurement. The PSE will be delivered to Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey 08733. A determination not to open the requirement to competition, based upon the response(s) to this notice is solely at the discretion of the Government. Numbered Note 22 applies to this procurement.
