- The Request for Proposal (RFP) for the continued operation of the Atterbury Job Corps Center (JCC), at 1025A Hospital Road, Edinburgh, Indiana 46124, and the Indypendence Career Development Center (CDC), which is a satellite campus to the Atterbury Center, located at 222 East Ohio Street, Suite 300, Indianapolis, Indiana 46204, will be available approximately Tuesday, April 28, 2009, on the World Wide Web at http://www.FedBizOpps.gov. The resultant contract will cover the period March 1, 2010 through February 29, 2012 plus three Government unilateral option years. The Atterbury JCC has a capacity of 550 students (350 residential males, 200 residential females, 0 non-residential males, and 0 non-residential females), and the Indypendence CDC has a capacity of 100 students (100 non-residential females), for a total combined capacity of 650 students. Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services. The contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. A Pre-Proposal conference, followed immediately by a walk-through inspection of the Atterbury JCC facility, will be convened promptly at 10:00 a.m. local time on Thursday, May 7, 2009 (address shown above). Offerors are advised to wear comfortable attire and footwear and allow approximately 3 hours for the site visit. Upon entering the facility, offerors must stop at the front desk where they will be given instructions for the conference. Following the walk-through inspection of the Atterbury JCC, participants will reconvene at the Indypendence CDC (address shown above) for a walk-through inspection of the Indypendence CDC. Offerors are advised to allow approximately 1 hour for the site visit. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. Potential offerors are encouraged to submit questions in writing to the Contracting Officer prior to the Pre-Proposal Conference to facilitate responses at the conference. Proposals in response to this RFP will be due no later than 12:00 p.m. (noon), Central Daylight Time, on Tuesday, June 30, 2009, at the following address: U. S.
