Description
Amendment No. 2 On or about March 18, 2009 this office will issue Request for Proposal for a Job Order Construction Contract Indefinite Delivery type for the USDA Forest Service facilities in Indiana. The solicitation will close on or about April 21, 2009. This solicitation is 100% HubZone Certified Small Busienss Participaton. This resulting contract from this RFP will be for construction projects that consist of a wide range of minor construction to multi-disciplinary new construction, historic renovation, and repair/remodeling/rehabilitation work. Work may include ancillary work including but not limited too sitework, fences, drainage, sidewalks, utility systems, roads, bridge, maintenance, repair and modifications. Other items may include inspections, energy audits, infrastructure assessments, evaluations, design, cost estimating services, historical services, and drafting. Work shall include the preparation of Task Order Proposals to include project scoping, cost estimating, and development of Task Order specific specifications/requirement. In addition, the Contractor may be required to obtain permits, develop fire/erosion control/management /safety type plan(s), coordinate with private utilities providers, negotiate with State& local officials, and special consideration planning for development of the task order. The Seed Project included in the RFP is demolishing toilet buildings at German Ride Campground area and installation of new doublt SST with retaining wall and install new double SST at German Ridge Beach Area. A preproposal conference will be held at the site and time and date indicated in the RFP prior to the closing date. Work may be performed on the Hoosier National Forest, throughout Indiana Performance time will consist of a one year basic period with 4 option periods of l year each for a total period of 5 years or until the $5,000,000.00 cumulative limit is reached, whichever comes first. The minimum guarantee for the contract period is $10,000.00. Requirements for performance and payment bonds will be applicable to the individual task orders(s). The government may award up to two contracts as a result of this Request for Proposal. Firms submitting proposals under this Request for Proposal will submit technical requirements in accordance with Sections L and M of the solicitation. Submissions will be evaluated based on a best value approach considering technical elements. Price will be evaluated based on the cost proposal submitted for the Task Order Seed Project included in the RFP. In order to receive award under this RFP the successful offeror shall be registered in the Central Contractor Registration Database, have completed the online certification and representations and be a certified 100% HubZone Small Business.
