Description

The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for dockside repairs to the USCGC SLEDGE (WLIC-75303), A 75 FOOT B CLASS CONSTRUCTION BUOY TENDER AND BARGE, at the U. S. Coast Guard Yard, located in Curtis Bay, Maryland. The simplified acquisition will be issued as a Best Value Request for Quotes (RFQ), on or about 13 April 09 with quotes due on or about 5 May 09 via the Federal Business Opportunities (FEDBIZOPPS) web page at https://fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The home pier of the vessel is 2401 Hawkins Point Road, Baltimore, MD 21226. The vessel’s availability is for Twenty-six (26) calendar days, starting on or about 06 July 2009. The scope of this acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC SLEDGE (WLIC-75303) AND BARGE. Provide all labor, material and equipment necessary to perform dockside repairs, including but not limited to the following definitive or optional items: clean and disinfect potable water tanks, renew barge modine heater supply piping brackets, clean shipboard ventilation system – galley, clean shipboard ventilation system – laundry, renew barge fuel tank ventilation gooseneck, renew sewage piping, renew fuel oil tank supply piping, inspect and test air receivers, inspect and test air system valves, inspect and test steering system relief valves, renew barge crossdeck winches, renew barge spud winches, boat boom maintenance, clean sewage piping system, inspect various deck fittings, upgrade barge main access ladder, install new deck covering system(s), reseal cosmetic polymeric deck covering systems, preserve potable water tanks 2-15-0-W – partial, preserve potable water tank 2-35-0-W – partial, composite labor rate, GFP report and travel and per diem All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
