- The National Institute of Health, Clinical Center (CC) intends to issue a contract with a base year plus four one year options on a sole source basis with d’Vinci Interactive, 20140 Scholar Drive, Suite 323, Hagerstown, MD 21742. d’Vinci will provide the following services: upgrades to web application, hosting, maintenance and support for the database they customized for The Office of Clinical Research Training and Medical Education (OCRTME.) The database currently serves as a portal for collection and maintenance of current and historical information regarding CC clinical research training initiatives and is the primary data archive for OCRTME. The appropriate statutory authority is 41 USC 253 (c) (1), as set forth in FAR 6.302-1(b)(1)(i). The cited authority is applicable because d’Vinci is the only source that can fulfill the requirements of this contract. An award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition
