Description
Naval Air Systems Command (NAVAIR) intends to award a sole source Cost Plus Fixed Fee modification to the existing Block I contract N00019-04-C-0101 to Rockwell Collins of Cedars Rapids, IA for one (1) E-6B Mission Avionics System Trainer (MAST) Stimulator Trade Study. The purpose of this trade study is to evaluate the physical and functional configuration of the E-6B Block I design of Communications Central (Comm Central) and Comm Central’s existing interfaces to identify design approaches that can be implemented in the form of a MAST Stimulator in order to provide Training Squadron VQ-7 mission crew training and Weapons Tactics Unit (WTU) certification. The authority for Other Than Full and Open Competition is FAR 6.302-1, “Only One Responsible Source and no Other Supplies or Services Will Satisfy the Agency Requirements.” The MAST Stimulator must interface, replicate and stimulate the Block I systems design which is currently under development by Rockwell Collins under contract number N00019-04-C-0101. The required technical data needed to perform this trade study is being developed by Rockwell Collins and will not be complete until FY 2010. The trade study is necessary at this time for NAVAIR to determine if the design approaches can be implemented in the current trainer to form a MAST Stimulator. Accordingly, the MAST Stimulator trade study must be completed by Rockwell Collins in conjunction with the technical data. A Solicitation Document is not available at this time.
