Market Survey Description Multi-Axis Blast Simulator Description of Intent: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is not a request for proposal (RFP) or an announcement of a forth coming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this market survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. The purpose of this announcement is to locate and identify any interested sources capable of providing all of the hardware and supplies as identified under Multi-Axis Blast Simulator (MABS). The U.S. Army is seeking to identify vendors with the capability to provide test equipment for multi-axis blast testing. Objective: The U.S. Army is interested in improving the survivability of its current and future vehicle fleet against threats from landmines, improvised explosive devices (IEDs), explosively formed projectiles (EFPs), and kinetic energy rounds. Protection of vehicle occupants against these threats is of prime consideration. The Army needs lightweight vehicles to meet mobility and deployability requirements. Design of lightweight vehicles to meet the conflicting requirements of survivability, mobility and deployability makes it very challenging. To meet this challenge, crew protection components are optimally designed and extensively tested in the laboratory before integrating into overall vehicle design. Potential Requirement: To this end, we want to set up a Multi-Axis Blast Simulator (MABS) stand-alone simulator to test crew protection equipment such as seating systems, interior padding, floor solutions, etc. in order to assess the effect of forces which simulate the forces applied to a vehicle from the above mentioned explosive threats. The stand-alone simulator will be housed in an enclosed building with a standard ceiling height of 10 feet. The MABS stand-alone simulator must provide for a structurally sound configurable interior to suit anything from small to large vehicle (i.e., HMMWV to Stryker/MRAP-type vehicles). The MABS must allow for the blast pulse to be applied anywhere under the bottom of the blast box. The MABS must replicate interior acceleration pulses similar to what is experienced at the vehicle floor or the occupant seat. It is preferred that the MABS uses a renewable resource mechanism to catch or stop the blast box, and not use a one-time energy absorbing system such as aluminum honeycomb, etc. Provide details of the proposed mechanism(s) used to catch or to stop the blast box and details of the energy source used for accelerating the blast box. Provide total estimated weight of the MABS and the space needed for all the various parts including blast box, accelerator, decelerating mechanism and energy source for acceleration. Provide technical details such as peak force generated, peak g-force, max velocity, max energy, blast box interior dimensions, and max payload weight and size. Provide an estimated total cost of the MABS and any associated equipment. Provide details on safety mechanisms used to prevent accidental injuries. The MABS should be capable of applying a simulated explosion half sine pulse with amplitude ranging from 60 g to 350 g, and time duration from 15ms to 5 ms, respectively. It should have an off-axis loading capability. This device should not use live explosives.
