- Naval Air Systems Command (NAVAIR) intends to award a sole source Cost Plus Fixed Fee order under Basic Ordering Agreement number N00019-07-G-0016 to Rockwell Collins of Cedars Rapids, IA for one (1) E-6B Weight Reduction Design Trade Study. The purpose of this trade study is to evaluate the physical and functional configuration of the E-6B Block I design interfaces to identify design changes that can be implemented in Block I Production in order to reduce weight. The authority for Other Than Full and Open Competition is FAR 6.302-1, “Only One Responsible Source and no Other Supplies or Services Will Satisfy the Agency Requirements.” The Weight Reduction Design Study must interface with the Block I Modification which is currently under development by Rockwell Collins under the Block I SD&D contract N00019-04-C-0101. The required technical data needed to perform this trade study is being developed by Rockwell Collins and will not be delivered until December 2009. The trade study is necessary at this time for NAVAIR to determine if the design approaches can be implemented in E-6B Block I Production. Accordingly, the Weight Reduction Design trade study must be completed by Rockwell Collins prior to the completion of the technical data. A Solicitation Document is not available at this time.
