Description
The Agency for Healthcare Research and Quality (AHRQ), Center for Delivery, Organization and Markets, through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Michael Rosko, PhD, 1201 Providence Road, Springfield, PA 19064. The anticipated date of award is April 23, 2009. The Agency for Healthcare Research and Quality is the lead Federal Agency that conducts health services research, which spans cost, quality, access, and outcomes of care studies. Research on these issues, including how each is associated with efficiency is of key importance to the Federal Government. The Contractor shall serve as a consultant to the AHRQ team. The Contractor shall contribute his expertise on several research initiatives that will identify factors that affect the efficiency and the quality of nursing homes. The Contractor shall be responsible for but not limited to the following: The Contractor shall work closely with the AHRQ team, participate in conference calls with the AHRQ team, and contribute in the writing of manuscripts. It is also expected that the contractor, together with the AHRQ team shall complete 2 manuscripts each year. Michael Rosko, Ph.D. is a health economist and has published 3 books and over 80 articles. He is the foremost expert in the study of efficiency measure. He has examined how hospitals and nursing homes respond to: public cost containment initiatives such as the Medicare Prospective Payment System; and payment policy by HMOs. He has examined the linkage between organization characteristics and performance The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
