- The Texas Air National Guard located at Houston, TX and the USPFO for Texas intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for services, non-personal, to provide electricity to three (3) meters located at the 147th Reconnaissance Wing, Texas Air National Guard, 14657 Sneider Street, Houston, TX 77034-5582 at a fixed rate, not to exceed five (5) years). Magnitude of the project is between $1,000,000 and $5,000,000. The type of contract is firm fixed-price. A single award is contemplated. Failure to submit an offer on all items shall result in rejection of the proposal. The North American Industry Classification System (NAICS) code for this work is 221122. The small business size standard is considered small if, including its affiliates, it is primarily engaged in the generation, transmission, and/or distribution of electric energy for sale and its total electric output for the preceding fiscal year did not exceed 4 million megawatt hours. This action is being procured on an UNRESTRICTED basis. All responsible firms may submit an offer. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or-about 8 April 2009. All questions for the solicitation must be submitted using Proposal Inquiry Form (Exhibit F) by 20 April 2009 via e-mail (preferred) to debra.mcgowan@ang.af.mil or fax to 281-929-2748. The solicitation closing date is scheduled for on-or-about 30 April 2009. Actual dates and times will be identified in the solicitation. The Evaluation factor is Price (kwh rate, tarrifs, associated fees). The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information will be available from the Federal Business Opportunities website: http://fbo.gov. All contractors and subcontractors interested in this project must register at this site. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Business Opportunities site. This solicitation is not a competitive bid and there will not be a formal public bid opening.
