- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center, Division Newport, RI intends to acquire supplies and services to manage a program related to Toner and Ink Jet Cartridges. The Contractor shall deliver toner and ink jet cartridges to the desktop of employees within the Naval installation. This Contractor shall also establish and manage a program for collecting and recycling spent or used cartridges. The overall Program includes: receiving orders via telephone, e-mail, fax, etc.; preparing required shipping documents and invoices; delivering cartridges to employee's desktops; maintaining a system that tracks deliveries, missed shipments, types, quantities, etc. and establishing and maintaining a customer friendly recycling program designed to maximize returning spent cartridges to the Contractor. The resultant Contract will be an Indefinite Delivery/Indefinite Quantity with Firm Fixed Price Provisions. The duration of the contract is five (5) years. The Solicitation is a 100% small business! set-aside. The NAICS is 333315, size standard is 500 employees. The award will be based on Best Value (Technical Approach/Past Performance). The incumbent contractor is New England Toner Service, Portsmouth, RI (Contract N66604-04-D-1547). A Statement of Work and further details will be released upon issue of RFP #N66604-09-R-2227, which is anticipated to be on or about 04/17/2009.
