- RFP SF1449: Bus Emergency Security System (BESS) EXHIBIT 2 BESS PROGRAM DOD DIRECTIVE 8500.01E AND INSTRUCTIONS 8500.2 AND 8510.01 EXHIBIT 1 BESS PROGRAM CONTRACTOR PERFORMANCE EVALUATION REPORT Department of Defense Dependents Schools - Europe (DoDDS-E) hereby issues HE1280-09-R-0004, Request For Proposal (RFP) to procure and operate a Bus Emergency Security System (BESS) for DoD schools located in eight host nations: Bahrain, Turkey, Italy, Spain, Germany, Belgium, The Netherlands, and United Kingdom. The Government intends to award a single firm fixed price Requirements Contract, but will consider multiple awards. Explicit instructions are set forth in the solicitation and supporting documentation for all offerors to prepare and submit proposals in response to this solicitation. However, be advised that contract award will not subdivide work to lower levels than complete countries or combination of countries. The resultant contract will contain a one-year base period and four one-year option periods. This RFP closes on Friday, 8 May 2009 at 1600 Central European Time (CET) or 1000 U.S. Eastern Standard Time (EST).
