Description
The United States Patent & Trademark Office (USPTO) intends to award a sole-source, commercial item contract in the amount of $68,112.79 to TeamQuest Corporation. This requirement will use simplified acquisition procedures to procure the below listed software and One Time Charge (OTC) licenses covering the base year (which will also include maintenance) and two 12-month option year periods for follow-on maintenance. The requirement is set aside for Small Business competition. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement no later than 15 April 2009, 2:00 P.M. (EST). Companies that wish to respond to this notice must be authorized re-sellers of this product. (EST) on 15 April 2009 NOTICE: BRAND NAME JUSTIFICATION The USPTO routinely performs monitoring to assure that the critical elements within their organization are meeting previously defined internal performance thresholds. The USPTO uses work products that provide in-depth analysis of IT equipment within the multi-operating system environment. TeamQuest’s software is a tool that works with Hewlett Packard’s Measure Ware, to provide real-world analytical models of the relationships between the workload elements and system resources derived from Measure Ware data that are collected on the system. This data cannot be obtained from any other source. There is no other software product that provides analytical queuing analysis and discrete event simulation. The TeamQuest software assistance, information and updates required to support the TeamQuest software and cannot be obtained from any other source. There is no other source for distribution of media, for telephone support or even update distribution. The TeamQuest product is heavily integrated and tailored to the USPTO environment. Replacing this product line with another would place an extraordinary burden and cost increase to the agency. To ensure the software is maintained to the most current configuration and to assure safety and optimum operability, annual maintenance is an integral part of the necessary critical elements, as well as the infrastructure, its information assets, and the way those assets are stored, maintained and managed. The USPTO relies upon the workload performance analysis, server capacity and usage monitoring to sustain and optimize day-to-day operations, monitor changes to current operations processes and procedures, to optimize customer productivity while reducing over-all operating costs. Due to growth in performance demands, and the need to ensure high availability for critical applications, the USPTO requires the addition of TeamQuest software as its core software for performance monitoring.
