Description
Questions and Answers 1. Are you permitted to answer questions regarding this solicitation, specifically the type of competition anticipated? Response: The acquisition strategy has not yet been approved and therefore this information can not be released 2. Do you know if this will be released full & open, small business or disadvantaged? Response: See response to question 1. 3. Can we bid on this solicitation without first having the required clearances and, if not, will your organization sponsor our getting the required clearances before we submit our bid? Response: The security clearances are part of the requirement so a bid without having the required clearances would be incomplete. We do not sponsor organizations. You would either need to get the clearances or to partner with another company who has the clearances for the same type of services. 4. If all the employees/contractor have the required clearances would I personally have to have a clearance and would my company need a clearance? Response: Please refer to the requirements of the DD 254 which states the company must have a Top Secret Facility Clearance. 5. Can you confirm the NAICS code selected for this solicitation? Response: The NAICS code for this solicitation is 517410. 6. One question is the confirmation of the 517410 NAICS code and if this solicitation is a unrestricted solicitation or a small business set aside. Response: See response to question 1 and response to question 5. 7. If a SB set aside, can you provide the details (e.g., 1000 employee limit)? Response: See response to question 1. 8. Is the solicitation still in the pre-solicitation stage? Response: Yes 9. Will the company that is awarded the contract be able to operate under an interim facility clearance until full clearance has been granted? Response: No. See response to question 4. 10. In reference to: PWS C.1.3 Duty Hours/Overtime/Contact Information, and PWS C.8. Accounting for Contractor Support. Item (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); and Item (7) Total payments (including sub-contractors); Will this contract be subject to a wage determination under one or more Collective Bargaining Agreements at any of the CONUS locations that would apply to a contractor's (or sub-contractor's) employees performing Operations and Maintenance (O&M) under this contract? Response: No. 11. Reference DD254, Block 10: The contract requires a TS/SCI clearance. Are polygraphs required, and if so, which type? Response: Not for the purposes of employment under this contract but is still subject to requirements under adverse investigative activities. 12. Reference PWS, Section C.1.3.1: The contract will be shift work, and does not allow for more than 80 hours bi-weekly. Request that this requirement be waived or increased to 84 hours bi-weekly, in the interest of cost savings. Response: The requirement will remain as identified in Section C.1.3.1. 13. Reference PWS, Section C.1.3.1: The scope of work is vague, and the relationship between Army/government employees and contractors is not clearly defined. Will the contractor be directed from the on-site Army/government TPOC (e.g., will the TPOC or the contractor develop the PM schedules)? Response: The TPOC will provide the schedule that outlines when Government personnel will be on shift and it will be the contractors responsibility to provide a schedule that supplements the Government schedule.
