- The Cape Chalmers is the training vessel located at Pier Quebec, Federal Law Enforcement Training Center (FLETC), North Charleston, South Carolina. The ship is in an inactive status, is not manned, and has no firemain, LP air, or other service capability other than shore electrical power. It is the intent of this Performance Work Statement (PWS) for the Contractor to provide all required labor and materials necessary to perform upgrades to the No. 1 and No. 5 cargo hold as specified. Attention: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's), the DOT short term lending program (STLP) offers working capital financing and the form of lines of credit to finance acccounts receivable for transportation related contracts. Maximum line of credit is $750,000 at the prime interest rate, as published in the Wall Street Journal, plus 1.75%. For further information call (800) 532-1169.
