Description
Pre-Solicitation SynopsisNASA/DFRC has a requirement for Learjet flight training for: 4 (four) flight training(sortie) at 1.7 hours each. NASA/DFRC intends to acquire these services from CALSPANCorporation. CALSPANN Corporation is the only source that can provide training of thistype; market research determined that there are no other vendors that can provide thistraining. The training will be provided on a CALSPAN unique Learjet, which has beenhighly modified to provide the pilot instructor with the ability to change the flightcontrol system during flight and expose the pilot to unusual and undesirable aircraftcharacteristics. The flight instructor uses the various configurations to teach the pilotabout the subjects of aircraft stability and control, control system aspects, andhandling qualities evaluations. The flight also allows the pilot to demonstratelongitudinal and lateral-directional motions as well as explain complex control systems.This training will increase the pilots understanding of academic concepts and enhancethe students ability to perform good handling qualities evaluations. The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 15, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
