- Pre-Solicitation Notice Pre-Solicitation Notice - Integrated Solid Waste Management Department of the Air Force, Air Force Space Command, 30 CONS, 1515 Iceland Ave, Room 150, Vandenberg AFB, CA 93437-5212 The Air Force intends to issue a solicitation, Request for Proposal Number FA4610-09-R-0007, for the Solid Waste Management at Vandenberg AFB, California, on or about 27 April 2009. The contractor shall provide all necessary labor, supervision, equipment, supplies, and materials (except those identified as Government-furnished) to support the Solid Waste Management located on Vandenberg AFB. The contractor shall provide all personnel, equipment, tools, materials, supplies, vehicles, supervision and other items and services necessary to perform integrated solid waste management and municipal solid waste (MSW) collection and recycling collection at Vandenberg AFB. The proposed period of performance includes a phase in period of 30 days (30 Sept 2009 - 31 Oct 2009) and a base period of one year (1 Nov 2009 - 31 Oct 2010) and four one-year option periods (extending through 31 Oct 2014), exercised at the unilateral right of the government. A subcontracting plan is contemplated as 20% set-aside for small business. The NAICS code is 562212, and the size standard is $12.5 million. This acquisition will be procured pursuant to the requirements in FAR Part 12, Acquisition of Commercial Items. A draft solicitation and related attachments will be posted with this notice; however, potential offerors are cautioned that the draft solicitation and related attachments posted with this notice are subject to change prior to the release of the official solicitation. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for contract award.
