- Solicitation RFP/FQ9098/RLS Major Infrastructure Rehabilitation of Metro Bus, Supply, and Maintenance Facilities - Washington, D.C. and Maryland Posted on 2009-04-08 Due on 2009-05-08 Hard Copy Price: $50.00 DBE Participation Goal: 24.83% Synopsis This is a Two-Step (STEP 1: Request for Qualifications (RFQ) and STEP 2: Request for Proposals (RFP)), "Fixed Price, Best Value", Design Build (DB) procurement for Engineering and construction services that requires the selected contractor to perform various design/build activities; bid build activities; and job order contracting activities at WMATA's Landover, Northern, and Western Bus Divisions, Metro Supply Facility, Landover Open Storage Facility, and Blair Road Construction Support Shop. The performance period for the entire contract is approximately 42 months from the issuance of notice to proceed. The estimated cost range is $100 - $150 million. The contract consists of four (4) Phases of design and construction, that are planned to be completed in the time frames and conditions as presented in the attachment. Award will be made for the entire contract subject to the availability of funds. In addition the contractor will be permitted to proceed with activities at up to two (2) construction phases at a time (See RFQ Note on Attachment 7.3) with the exception of design and procurement of materials. Design work and procurement of materials may be performed in parallel with any construction phase. Option activities, if any, will be addressed in STEP 2 - RFP DBE: The WMATA goal for this contract is 24.83%. Contract STEP 1 Documents: RFQ/FQ9098/RLS will be available April 14, 2009 at $50.00 per copy. Payment for STEP 1 Documents will be by check or money order payable to the Washington Metropolitan Area Transit Authority, reference RFQ/FQ9098/RLS on the checks and submit to the WMATA Plans Room, Stone Straw Building, 900 Franklin St., N.E. Washington, D.C. 20017, ATTN: Dion Williams 202-269-4575, ext. 231. Please contact Dion Williams prior to pick up to assure document availability. An informative meeting is currently scheduled for Wednesday April 22, 2009 at 12:00 Noon in the First Floor Meeting Room of the Jackson Graham Building located at 600 Fifth Street NW, Washington DC 20001.
