Description
This is a SOURCES SOUGHT NOTICE for Market Research ONLY to locate available Industry EQUIVALENTS per the eight (8) Brand Name salient characteristics described below, for multiple upcoming construction projects at the United States Military Academy at West Point, NY for 2009 through 2011. No awards will be made from this Sources Sought Notice. No solicitation will be available at this time. However, responses to this Sources Sought Notice will be used to determine an appropriate acquisition strategy for future acquisitions. The New York District intends to solicit and award FY09/11 MCA PN-55627/59044 Science Center projects at the United States Military Academy, West Point. These projects will be solicited competitively under future contracts. These projects may include a Brand Name Only component if market research does not conclude industry EQUIVALENTS (to the eight (8) brand name components stated below) exists. This notification serves three purposes: (1) to inform potential offerors of the Armys intent to solicit a brand name only component under future construction projects; (2) to identify potential sources that can provide industry equivalents; and (3) to strongly encourage those potential sources to respond to this sources sought notification. The systems below are embedded in the construction projects, which will be issued competitively. Only that part of the project requiring the systems as described below will be sole source if no other sources are able to provide compatible components. In the event no equivalent compatible component exists, the Brand Name Only justification will be issued pursuant to FAR 6.302-1, Only One Responsible Source. Below are the brand name salient physical, functional, or performance characteristics that equal products must meet: A. Product: PowerPure (Non-Chemical Based HVAC Water Treatment Cooling Tower) Manufacturer: Chardon Laboratories, Inc. Reason: "PowerPure eliminate the chemical usage / demand for cooling systems while conserving water and energy. Product will save water, reduce load on sewage treatment plant and may result in extended condenser tube life. Additional information was provided to the designer outlining the systems capability. This is the only non-chemical based treatment system meeting the requirements of this project. In addition, this system contributes to LEED in the following areas: "Contributes to LEED (2 points): 1.ID1.1: Innovative Process (WE) Non-Chemical Based HVAC Water Treatment 2.ID1.4: Exemplary Performance (WEc3) - 10% Water Use Reduction: Process Water Fixtures : B. Product: Trap Gear Soft Under-Lav Protectors Manufacturer: Plumberex Reason: Three (3) other manufacturers make ADA compliant under counter lavatory insulation: Truebro Handi Lav-Guard, Brocar Trap Wrap, and McGuire Pro Wrap. Plumberex is the only manufacturer that meets ASTM E84-07 Class A Material 25 Flame / 450 Smoke with regard to the smoke (450) standard for ADA compliant under counter lavatory insulation required for this project. C. Product: Water Closet Manual Flush Valves Manufacturers: Zurn & Sloan Reason: Ultra low-flow (1.28 gpf) water closets are being proposed on these projects to meet the LEED target requirements. USMA has requested the use of manual flush valves, instead of sensor, on the water closets. Two (2) manufacturers (Zurn & Sloan) make a manual flush valve for the ultra low-flow (1.28 gpf) water closets; the other major manufacturers do not. The use of manual flush valves on the ultra low-flow water closets will allow for competitive bids, but does not meet USACE requirement for three (3) manufacturers. "Ultra Low-Flow (1.28 gpf) Water Closets contributes to LEED (3 points): 1.WE 3.1: 20% Water Use Reduction 2.WE 3.2: 30% Water Use Reduction 3.ID1.3: 40% Water Use Reduction D. Product: Urinal Manual Flush Valves Manufacturers: Zurn & Sloan Reason: Ultra low-flow urinals are being proposed on these projects to meet the LEED target requirements. USMA has requested the use of manual flush valves, instead of sensor, on the urinals. There are two (2) types of ultra low-flow urinals: 0.125 gpf and.5 gpf. Three (3) manufacturers make the 0.125 gpf urinal, but this urinal is only available with a sensor flush valve. Two (2) manufacturers (Zurn & Sloan) make a manual flush valve for the ultra low-flow (.5 gpf) urinal, the other major manufacturers do not. The use of manual flush valves on the ultra low-flow urinals will allow for competitive bids, but does not meet USACE requirement for three (3) manufacturers. "Ultra Low-Flow (.5 gpf) Urinal contributes to LEED (3 points): 1.WE 3.1: 20% Water Use Reduction 2.WE 3.2: 30% Water Use Reduction 3.ID1.3: 40% Water Use Reduction E. Product: Bio-Based Vinyl (BBT) Manufacturer: Armstrong World Industries Reason: Armstrong currently is the only manufacturer that currently produces a bio-based product that meets the LEED recycling requirements. "Contributes to LEED (1 point): 1.MR4.1: Recycled Content, 10% (post-consumer + 1/2 pre-consumer) 2.EQ4.3: Low-Emitting Materials F. Product: Chemsurf Chemical Resistant Plastic Laminate Manufacturer: Wilsonart Industries Reason: Wilsonart manufacturers the only chemical-resistant plastic-laminate material available. A chemical resistant laminate is required for durability in laboratory areas. Details regarding the application are provide below: "High-pressure decorative laminate consisting of a resin formulation applied over the decorative surface paper to achieve chemical resistance. "The decorative paper shall be treated with melamine resin, and the core shall consist of kraft papers impregnated with phenolic resin. "Sheets shall be bonded under high temperature and pressure. "Product shall be developed for casework, work surface, and shelving surfaces in laboratories. "Finish: Fine beaded crystal texture to minimize smudges and finger marks, and to provide optimum scratch resistance. G. Product: Flaskscrubber Glassware Washers Manufacturer: Labconco Reason: To maintain uniformity and exchangeability of accessories with the existing USMA glassware washers. Labconco is the USMA standard. H. Product: Carpet Manufacturer: Shaw Contract Group Reason: "Meets BOD requirements regarding historic context. "Contributes to LEED (1 point): 1.MR4.1: Recycled Content, 10% (post-consumer + 1/2 pre-consumer) "Carpet Code CPT 1 (Pattern Name: Corded) - Post Industrial Recycled Content: 10.0; Green Label Certification No: 23252271; Green Label Plus Certification No: GLP2271 "Carpet Code CPT 2 - (Pattern Name: Ironwork) - Post Industrial Recycled Content: 10.1; Green Label Certification No: 59269968; Green Label Plus Certification No: GLP9968 I. Product: Card Access System Manufacturer: Hirsch, with the work being completed by Embrace Technologies. Reason: Embrace Technologies is currently the sole provider of all card readers and security work at the United States Military Academy and licensed to work at USMA.
