- The requirements of this task are for the provision of CCaRs (Comprehensive Cost and Requirements System) application support for the unique funding, planning, execution and reporting requirements and interface capabilities with various Government systems and applications for Tinker AFB as well as experience and expertise to quickly and accurately respond to the wide variety of financial tasks and unique formats required for detailed financial and program related reporting. A Monthly Status Report will also be provided summarizing activities performed during the month, future activities and any issues or concerns foreseen (CDRL A002). Contractor shall provide functional support of the CCaRs application. The functional support individuals must have extensive knowledge of the following systems and how they interface with CCaRs: GAFS, (Government Accounting and Finance System) ABSS (Automated Business Systems Solutions), CONWRITE; SMART (System Metric and Requirements Tool); and SPS (Standard Procurement Systems) as well as other systems that don't directly interface with CCaRs, i.e., CRIS (Commanders Resource Integration System) and MOCAS (Mechanized of Contract Administration Services). The functional support individual, referred to as a Business Analyst, shall ensure that the CCaRs application is properly tailored and configured to meet the unique requirements of the organization to include reimbursable Government accounting and various chart configurations. Contractor shall also provide sustained training, budget and execution support, reconciliation support, and a variety of other financial services. The Business Analyst provides a wide variety of support ranging from day-to-day CCaRs maintenance to ensuring the accuracy of the Government organizations financial data within CCar. The Business Analyst is not only an expert relative to the functionality and operation of the CCaR application, but is also well versed in Government financial and requirement management processes.
