Description
This Sources Sought Request for Information (RFI) is issued for informational purposes to locate capable SBA certified small business concerns. The Marine Corps is conducting market research and desires input from industry to assist in requirements planning. The information requested by this synopsis will be used within the Marine Corps to facilitate the decision making process and will not be disclosed outside of the agency. Please note: The Marine Corps will not be responsible for any costs incurred by interested parties in responding to this RFI. The Marine Corps is interested in the identification of capable sources to provide F402-Aircraft Power Plants mechanics to inspect, maintain, test, repair, and perform complete repair of the Pegasus power plants and power plants systems. The individual(s) filling this position shall possess the ability to build and tear down engines and Major Repairable Assemblies (MRAs). Provide factory level experience in building procedures, methods, and be able to convey that knowledge to less experience personnel. Interpret applicable shop sketches, drawings, schematics, and blue prints applicable to power plant maintenance. Use precision measuring equipment and non-specialized electrical/pneumatic tools utilized in the power plants maintenance area. Have the ability to identify minor and major component defects. Assist in or perform and instruct in periodic inspections as required by Maintenance Requirement Cards (MRCs). Incorporate Technical Directives and complete maintenance or repair as required. Additionally, they will need to possess specialized skills covering the installation, operation, maintenance, modification, rebuild, overhaul and repair of specific DOD weapons, equipment, systems, and material. Included are services contracted to augment military organic capability or required to support those unique systems for which it is not cost effective to establish and organic military capability. Last, they will need to operate support equipment for engine maintenance and repairs. Utilize available technical and supply publications and lists to obtain accurate and complete data for supply purposes. Observe safety precautions while working on and around aircraft, engines, shop, and hangar areas. Demonstrate a working knowledge of first aid procedures to be used in an emergency. These services will be performed aboard Marine Corps Air Station in Cherry Point, North Carolina and Marine Corps Air Station in Yuma, Arizona. The contractor shall comply with manufacturers' recommendations and procedures, Department of Navy and local, state, and federal guidelines as applicable to the work involved. 1. Particulars: The contractor maintenance at each location will consist of one technician with a minimum of ten years experience on the Pegasus engine to act as a Team Lead and five technicians with a minimum of six years experience each on the Pegasus engine. The Team Lead and 2 of the 5 technicians shall have the capability to be designated as Collateral Duty Inspectors (CDI’s) immediately upon initial standup of the team. Additionally two of the five team members must have bore-scope and blade blend qualifications to perform work. One team will be located in Yuma, Arizona and one team in Cherry Point, North Carolina. The contractor must have all support equipment certifications and qualifications necessary to complete the required maintenance and training tasks. Contractors will also be required to document all maintenance actions in accordance with established procedures. 2. Information requested: a. Capability Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to the above requirements, to include: Contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone/fax number. The capability package must be clear, concise, and complete. The Marine Corps is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 3 pages. c. Identification of business size and whether currently designated a small business as certified by the SBA, and currently listed in the Central Contractor Registration (CCR) system. Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html <file://www.sba.gov/size/sizetable2002.html>. The applicable North American Industry Classification System (NAICS) Code is 488190. Small Business size standard is $6.5 million. d. Any other information deemed useful to the Marine Corps. This request for information does not constitute a commercial solicitation, and the Government will not pay for any information submitted or for any costs associated with providing the information.
