Description
Q84: Regarding the page count. Offerors are to include in their proposals “Manufacturer’s data sheets for all proposed equipment.” In our experience, data sheets only average 8-10 sheets per item of which we have no control over. Once we have met the criteria for providing data sheets (approximately 50 pages), a Statement of Work (approximately 25 pages), a Quality Assurance Plan (approximately 5 pages), a Performance Metrics and Measurement Plan (approximately 2 pages), a company would not be able to address all elements of the Statement of Objectives in approximately 15-20 pages. Would the Government reconsider eliminating at least the data sheets and SOW from the 100-page limitation requirement? If not, would it be acceptable to include a website link for the offeror’s proposed equipment? A84: Based on the above, data sheets will not be counted in the 100-page requirement, but do need to be provided. Q85: There appears to be some inconsistency between the Instructions to Offerors, Questions and Answers, and the combined synopsis/solicitation regarding the cost proposal: a) The combined synopsis/solicitation states the ATF3 Jet Engine Test Cell as one item, the T-700-GE-401 Engine Turboshaft Test as an option, Sustainment of equipment, hardware, software, and spare parts for a base year and potential four one-year option periods. b) Factor VI--Price or Cost states the total evaluated price for a basic system that encompasses any or all of the OTC will be the total price for the basic system offered, including the one-year base period, the three options periods, and the three award term periods. The total evaluated price for proposals offering a basic system with separately priced OTC will be the total of the basic system, the total of the separately priced OTC, for the one-year base period and the two (2) options periods. c) Questions and Answers 31 states both the ATF3 and the T700/CT7 upgrades are now included in the base requirement. The upgrades will be done consecutively; the ATF3 will be dropped and upgraded first. When those upgrades are completed the T700 Cell will be dropped and upgraded. The 90 days is for each cell independently. Can the Government provide a Section B--Supplies or Services and Prices with the appropriate CLIN structure? A85: The second test cell is no longer an option; both are to be upgraded. Factor VI is corrected as follows: there will be a base year for the upgrades and sustainment and four one-year option periods for sustainment. There are no award term periods. A sample Schedule B will be posted; however, the intent is to allow vendors flexibility in providing innovative solutions. Q86: In my recent conversation with the Honeywell contact you provided (email string listed below) Mr. Jeffrey Tormanen, he stated that Honeywell cannot and will not release any of the below mentioned documentation. He informed me that a Honeywell/Coastguard representative had been assigned to this case to pursue licensing of the publications. This process, Mr. Tormanen stated, could take an excess of 30 days. Having said this, my question is: Does the Coast Guard plan on delaying the solicitation until the tech. documents are made readily available to all interested parties? A86: The CG has been working with Honeywell to resolve this issue. POC is David Shilliday (Honeywell Aero Licensing CoE), Licensing Manager, 1300 W. Warner Road, Tempe, AZ 85284, 480-592-2422, david.shilliday@honeywell.com. The solicitation will be extended once the amount of time needed for this process is confirmed by the POC. Q87: My new question relates to the T700 cell only: Does the USCG already have a way to move the engines from the USCG-provided engine cart onto the fixed test stand or is one required to be included in an offer? A87: The CG currently uses a hand pump hoist that is mounted unto the test stand. The offeror is encouraged to provide his/her best solution.
