Description
The United States Air Force, Hurlburt Field, FL seeks to identify potential business sources to support a requirement for a lease of the following aircraft: four (4) Mi-17 (Mi-8MTV-1) aircraft with TV3-117VM engines. The contractor will provide airworthy aircraft and factory certified maintenance personnel for major repairs and hourly inspection oversight. The aircraft will be configured with all the necessary equipment for transport and airdrop of personnel, equipment, and supplies. The specific requirements include but are not limited to the following: 1. Aircraft and all major components (engines, gear boxes, transmission and rotor blades) will be serviceable with all inspections/time change items up to date upon delivery for at least one year of service and 300 hours. 2. All aircraft must be capable of meeting a 300 hour per year utilization rate. 3. All aircraft must be available, configured, certified airworthy by established USAF airworthiness process for flight no later than 1 October 2009. 4. Original Equipment Manufacturer (OEM) Certification: a. All aircraft must be OEM certified and maintained in accordance with OEM standards. b. All of the aircraft's most recent overhaul must have been accomplished at an OEM certified overhaul facility. c. All components on the aircraft must meet FAA, technical standard order (TSO) or OEM certification standards. d. The most recent engine overhaul must have been accomplished at an OEM certified overhaul facility. e. During the lease period, all parts, spares, components, etc. must have valid passports and be OEM certified and traceable. 5. All aircraft must have a Russian/Commonwealth of Independent States (CIS) Airworthiness Certificate at the time of export and must be issued an Export Certificate of Airworthiness upon delivery. 6. Aircraft must be registered with the FAA (i.e. N numbered). 7. All aircraft and component documentation will be reviewed and based upon OEM compliance; AFSOC must able to obtain a Temporary Release for Flight Certificate or Final Release for Flight Certificate from 580 ACSG/GFEAD no later than 1 October 2009 for the specific aircraft. 8. Owner must provide factory certified flight and maintenance manuals translated to English and ensure compliance with all manufacturers updates (airworthiness directives, service bulletins, etc.). 9. All four aircraft must have Night Vision Goggle (NVG) Device compliant cockpit and instrument lighting. 10. All four aircraft require a back up attitude indicator with its own gyro system must be installed in view of the pilot and the co-pilot to meet FAA Instrument Flight Rules. 11. The OEM intercommunications system (ICS) SPU-7 is unacceptable for the aircraft lease. The Andrea 301.6 or equivalent version is required on all four aircraft. 12. One of the four aircraft must have a Rescue Hoist type SLG-300 (with short (boom) mast) mounted at the left hand forward cargo door is the preferred configuration. If not available a Breeze Eastern Hoist mounted at the left hand forward cargo door is acceptable. The LPG-150 Original Equipment Manufacturer (OEM) cargo hoist is unacceptable for the purpose of this lease. 13. All four aircraft will have troop seats with seat belts (standard troop carrier with 24 seats is sufficient). 14. All four helicopters must be equipped with a Vibration Absorber (Bifilar) 8AT-1250-00. 15. The cargo compartment on all four aircraft must be NVG compliant. 16. Externally mounted auxiliary fuel tanks VTB-6130-00 capacity 845 liters (2 each) are highly desirable. 17. All four helicopters must be equipped with two (2) OEM PKM machine gun mounts for cabin door and cabin window. The operating location of the aircraft is Hurlburt Field, FL and other locations determined by the Government, but remaining within the United States. Flight operations include low level tactical maneuvers, gunnery, and salt water operations. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool used to determine potential sources. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. Request firms having the capabilities necessary to perform the stated requirements submit a brief capability statement demonstrating how they could meet the OEM certification requirements outlined in paragraph four (4) above. In addition, request firms submit any other information to contribute to this sources sought, including commercial market and company information, via e-mail or facsimile. Responses and capability statements are due no later than April 13th, 2009 and should include the following information: company name, address, point of contact, phone number and email address; status such as small business; and corporate affiliations. Clearly mark any proprietary information included in your submission. Limit your Sources Sought responses to five pages, each page shall be single spaced with a font no smaller than 12 pitch (10 point).
