Description
The Naval Air Systems Command has a requirement for an engineering change to incorporate the Mode 5 Level 2 capability into the AN/APX-111(V) Combined Interrogator-Transponder (CIT) Identification Friend or Foe (IFF) system for the F/A-18E/F and EA-18G aircraft. The change will require redesign of several internal hardware subassemblies and a software update. Additionally, this requirement includes the upgrade of acceptance test equipment associated with the CIT. The CIT prime integrator is McDonnell Douglas Corporation (MDC), A Wholly Owned Subsidiary of The Boeing Company, St. Louis, MO. The Navy intends to negotiate the engineering change as a sole source cost type contract with MDC. MDC will be responsible for the non-recurring and recurring engineering changes. Award of the original production contract was made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MDC has the requisite IFF knowledge, experience, and technical data required to respond to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. For small business or subcontracting opportunities, contact MDC at (314) 233-6204. Any questions regarding this synopsis should be sent via e-mail to Ashley.Phillips@navy.mil by close of business 24 December 2008.
