Description
This is not a solicitation and does not guarantee that the Government will proceed with a solicitation or award of a contract in the future. This notice is only for market research purposes. This is a sources sought notice to determine the availability of potential small business (e.g. 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantage business, and women-owned small business) that can provide the services below. The Centers for Disease Control and Prevention (CDC) is extremely eager to engage Small Business in this contractual effort. All Small Businesses are welcome to respond to this request for sources sought. In response please be sure to emphasize your ability to deal with the types of activities described below. The Applied Sciences Branch (ASB), Division of Reproductive Health, National Center for Chronic Disease Prevention and Health Promotion, promotes reproductive health by applying scientific findings to inform public health action. ASB collaborates with partners at the local, state, territorial, tribal, national, and global levels to improve their collective ability to gather information, conduct research, communicate findings, design programs and develop policies. We collaborate with health care state and national partners in the US and other nations to better understand service delivery issues including analysis of reproductive health status and birth outcome among women, documenting global reproductive health problems among refugees and internally displaced people, providing technical assistance to reproductive health providers on interventions for family planning, STD/HIV and AIDS prevention. Additionally we strive to promote and improve the health and well-being of women, children and families by building Maternal and Child Health (MCH) epidemiology, data capacity, and developing health policies and programs at the state, local, and tribal levels. The Branch also supports a state-based surveillance system Pregnancy Risk Assessment Monitoring System- (PRAMS) on maternal behaviors and experiences that occur around the time of pregnancy. On occasion ASB requires outside assistance in meeting their responsibilities, particularly in coordinating and facilitating intervention development and adaptation of existing training tools, evaluation and monitoring planning, training technical assistance, and in locating, contacting, and accommodating multiple parties in the development and implementation of project plans. This assistance needs to be provided by an outside organization with an understanding of CDC's mission and public health programs, demonstrated expertise in project management, coordination of consultations with a variety of domestic and international entities and individuals, and access to a wide range of consultants with expertise in intervention development and training, program management and implementation, program monitoring and evaluation, and data management. The contractor shall, acting independently and not as an agent of the Government, provide all labor, supervision, equipment, materials, supplies, travel, transportation and perform all work necessary to provide the ASB a flexible external source of expertise to assist in responding to projects' needs for technical assistance in intervention development and training, program coordination, implementation, management, monitoring and evaluation as specified in individual task orders. Additional support may be provided for other current or yet to be developed projects on an as-needed basis. This includes current project and future activities in over 30 states in the United States, as well as additional cities, and countries in Africa, Asia, Latin America, and the Caribbean. It is essential that the outside organization have an understanding of CDC's mission and public health programs, expertise in project management, documented coordination of consultations with a variety of domestic and international entities and individuals, and access to a wide range of consultants with expertise in intervention development and training, program management and implementation, program monitoring and evaluation, and data management. Intent is to award an Indefinite Delivery Indefinite Quantity, Single Award type contract for a base and four option years. Services for which task orders may be issued include: 1. Intervention development and training 2. Program management, administrative management, and implementation support 3. Program monitoring and evaluation planning 4. Data management and analysis support The minimum contractor requirements are: 1) An understanding of the kinds of projects and approach of the Applied Sciences Branch related to promotion of reproductive health and the prevention of HIV/STDs and unintended pregnancy, including an understanding of theory-based behavior change communication programs (such as the Modeling and Reinforcement to Combat HIV/AIDS (MARCH) program) and the state-based surveillance systems linked to the birth certificate (such as the PRAMS surveillance system); 2) Experience in administering Indefinite Delivery type contracts and responding to Request for Task Order Proposals; 3) Experience in coordinating with Government agencies and other partners on the overall project design and on the incorporation of specific theoretical principles of applied sciences such as formative assessment, capacity-building models, implementation research and evaluation, and translation and dissemination; and 4) Demonstrate experience in: (a) theory-based behavior change communication, in particular experience in the development of behavior change communication interventions using long-running entertainment-education formats (like serialized dramas, telenovelas, or soap operas), and the development and facilitation of trainings to support implementation of such programs; (b) program and administrative management and implementation; (c) program monitoring and evaluation; (d) data management; and (e) experience using birth certificate data to weight state-based surveillance data to generate estimates that are representative of the state. Interested businesses that believe they possess the capabilities necessary to undertake this project should submit a hardcopy and an electronic copy of their capability statement, addressing the minimum contractor requirements identified above. Companies must demonstrate their ability and experience in providing these services within the last 36 months. Please limit responses to 5 pages or less. Any proprietary information should be specifically identified as such. References shall include company name, point of contact, telephone number, fax number, and email address. Capability statements shall identify the business status (e.g. small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantage business, and women owned small business) of the organization. Responses, both electronic and hardcopy, must be received by April 13, 2009 2pm EST. Capability statements will not be accepted after the due date/time.
