- REAL ESTATE SALES CLOSING SERVICES- NORTHEASTERN NEW YORK AREA The U.S. Department of Housing and Urban Development (HUD) requires a contractor to perform Real Estates Closing Services for the sales of its single family properties (1 to 4 units) located within the geographic areas described below for the Philadelphia Homeownership Center (HOC). The Northeastern New York area consisting of: Albany, Broome, Cayuga, Chenango, Clinton, Columbia, Cortland, Delaware, Dutchess, Essex, Franklin, Fulton, Greene, Hamilton, Herkimer, Jefferson, Lewis, Madison, Montgomery, Oneida, Onondaga, Orange, Oswego, Otsego, Putnam, Rensselaer, Rockland, St. Lawrence, Saratoga, Schenectady, Schoharie, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington and Westchester counties. Volume is estimated at 625 closings per year. Sales must be closed within a stipulated time-frame and prompt and accurate payment of all closing charges made. Complete closing packages must be submitted to HUD or HUD’s designated contractor no later than the second business day after closing. The contractor must have an office located in the area served at time of contract performance. The contract will be a performance based contract. The contract will be for a one year base period with four (4) one year option periods. This solicitation is a SMALL BUSINESS set-aside. The North American Industry Classification Code is 541990 with a size standard of $7 million dollars average annual sales. The RFP will be available on or about 15 days after this notice is printed in the Fedbizopps with proposals due approximately 30 days thereafter. No hard copies of the solicitation will be made available.
