- The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit for Instructor/Operator, related scheduling and administrative support services for simulator and classroom based Navigation, Seamanship and Shiphandling (NSS) Training at Surface Warfare Officer's School (SWOS) Command. These services will be accomplished through a modification under the existing Purchase Order N00189-08-P-Z432 that will extend the performance period for 2-months covering the period of 01 May 2009 through 30 June 2009 and will include provisions for a 1-month option period. The extension is for commercial services for which the Government intends to solicit and negotiate with only one source (Global Maritime and Transportation School (GMATS), 300 Steamboat Road, Great Neck, New York, 11024-1634), under the statutory authority permitting other than full and open competition, Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FA! R 13.501(a). The applicable North American Industry Classification System (NAICS) Code is 611519, and the applicable size standard of $6.5M. The competitive follow-on acquisition is ongoing. The course of the competitive procurement process necessitates additional time for completion. An extension of the existing order is required in order to avoid a break in services while affording sufficient time to complete the procurement process, award the follow-on contract and allow for a 30 day phase in period. GMATS, as incumbent under Purchase Order N00189-08-P-Z432, is the only known source that has the contract workforce in place to continue performance of the services without interruption, while the competitive follow-on procurement is completed. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations recei! ved by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received would normally be considered solely for the purpose of determining whether to conduct a competitive procurement. However, a competitive follow-on acquisition under solicitation N00189-09-R-Z002 is in progress. The Government will not pay for information received.
