Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Reference number W912HQ-09-T-0010 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. The requirement is unrestricted, and the associated NAICS code is 611519 and size standard is $6.5 million. Clauses may be accessed electronically in full text through http://farsite.hill.af.mil Contractors must be actively registered with Central Contractor Registration (CCR) at http://www.ccr.gov. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information; (11) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. Attachment A (Contract Manpower Reporting Worsheet.doc) will be provided to each contractor as part of the applicable solicitation or contract and is considered part of this clause. STATEMENT OF WORK 249TH ENGINEER BATTALION INDUSTRY LED TRAINING: READY/ NRF TRAINING CYCLE BACKGROUND: The Soldiers of the 249th Engineer Battalion require industry led training to maintain proficiency in a variety of technical electrical competencies as well as various aspects of electrical safety. The Battalion is geographically dispersed between Ft Belvoir, VA- Ft Bragg, NC- and Schofield Barracks, HI. Accordingly, the requirements for each companys training vary in time, but the course requirements are identical. SCOPE: 249TH Engineer Battalion receives on-site instruction at Ft Bragg, Ft Belvoir, and Schofield Barracks for maximum class size of 30 students in accordance with training windows specified in the delivery schedule. Training windows will not exceed 90 days. Course instruction will cover all specified course topics of the training package. TRAINING PACKAGE COURSE TOPICS 1.Electric Motors Drives and Control Circuits 2.Back Up Power Systems/ Uninterruptible Power Supply (UPS) System 3.Generators and Emergency Power TRAININING The 249th Engineer Battalion will provide the following for all training: "Classroom space with projection screen "Training aides and equipment specified by the contractor and agreed upon mutually by both parties. Course outline shall be provided with submission of proposal for all topics contained within this training package. Take home instruction and course materials will be provided for all students. Course cost shall include all class materials, shipping expenses, and instructor travel expenses. Instructor will be responsible for coordinating all travel arrangements. Contractor shall identify required equipment to be provided by the 249th Engineer Battalion no later than 30 days from start date of specified training. If contractor fails to do so they will be required to provide such equipment. SCHEDULE REQUIREMENTS The training package shall consist of a maximum of 80 hours of instruction over a 90 day period. Consecutive training is preferred to minimize scheduling conflicts, however not required as compatibility and similarity of course topics may not permit. Scheduling shall be flexible to allow the 249th EN BN to specify required training dates within the limits of the training window identified under this contract. 249th Engineer Battalion will provide the requested training date to the instructor with 45 days lead time. The 249th Engineer Battalion conducts full spectrum operations worldwide and deploys on contingency missions globally in support of the United States Army. The contractor will be responsible to provide all training as described under this contract, even if the dates are changed in order to execute unforecasted deployments. The 249th Engineer Battalion will reimburse the contractor for shipping and transportation costs, if such costs are incurred due to late notice of cancellation within 30 days of a specified training date. DELIVERABLES: The contractor shall provide the 249th Engineer Battalion on site instruction for quantity 3 x training packages as specified in the performance schedule wherein all the curriculum identified in the course topics are covered. SECURITY: There are no security requirements for this training. COURSE TOPIC OBJECTIVES ELECTRIC MOTOR AND CONTROL CIRCUITS -Identify the different types of motors and their appropriate applications -Test for & troubleshoot motor problems -Properly select and replace a motor -Keep a motor properly maintained -Identify & understand symbols used in common control circuit drawings -Use a logical, systematic approach to troubleshooting -Find and fix common control circuit problems BACK UP POWER SYSTEMS UPS SYSTEMS -Theory of operation and the routine testing, troubleshooting and maintenance of typical and three phase uninterruptible power systems. -Identify three general types of UPSs -Understand the three types of static UPSs -Review of passive electronic components -Review principles of how batteries work -Review of active components -Understand how to maintain and performance test lead-acid and Ni-cad battery systems GENERATORS AND EMERGENCY POWER -Specific requirements and recommendations for the installation, operation and maintenance of onsite generation systems -Where to find critical information from professional sources such as EGSA, IEEE, NFPA, NEC, and NETA -Identify backup system and emergency plans best suited for a particular facility -Read and understand vendor drawings and technical information -Successfully test onsite generator equipment -Understand how to work with parallel energy sources -Synchronizing procedures and load sharing -Troubleshoot using a logical, systematic approach to isolate and repair generator problems
