Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 05-32. Additional FAR and DFAR clauses are applicable: 52.212-1 Instructions to Offerors--Commercial Items; 52.212-3 Offeror Representations and Certifications - Commercial Items (Offeror shall include a completed copy of the provisions at 52.212-13 with their quote. This clause can be located at http://farsite.hill.af.mil); 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial; 252.212-7001 Contract Terms And Conditions Required To Implement Statutes Or Executive Orders Applicable To Defense Acquisition of Commercial Items. Request For Quotes (RFQ) shall be submitted to the attention of Eileen Spears, email Eileen.m.spears@usace.army.mil, or fax 703-428-8181. The purpose is to provide Industrial Led training to maintain proficiency in a variety of technical electrical competencies as well as various aspects of electrical safety. Please provide your quotes accordingly. Following is the Statement of Work: Engineer Battalion Industry Led Training: Overseas Contingency Operation: BACKGROUND: The Soldiers of the 249th Engineer Battalion require Industry LED Training to maintain proficiency in a variety of technical electrical competencies as well as various aspects of electrical safety. The Battalion is geographically dispersed between Ft Belvoir, VA- Ft Bragg, NC- and Schofield Barracks, HI. Accordingly, the requirements for each companys training vary in time, but the course requirements are identical. SCOPE: 249TH Engineer Battalion receives on-site instruction at Ft Bragg, Ft Belvoir, and Schofield Barracks for maximum class size of 30 students in accordance with training windows specified in the delivery schedule. Training windows will not exceed 90 days. Course instruction will cover all specified course topic of the training package. COURSE TOPICS: Substation Maintenance I and II, Cable Testing and Fault Location, Power Quality Analyzer, Grounding and Bonding. TRAININING: The 249th Engineer Battalion will provide the following for all training: Classroom space with projection screen, Training aides and equipment specified by the contractor and agreed upon mutually by both parties. Course outline shall be provided with submission of proposal for all topics contained within this training package. Take home instruction and course materials will be provided for all students. Course cost shall include all class materials, shipping expenses, and instructor travel expenses. Instructor will be responsible for coordinating all travel arrangements. Contractor shall identify required equipment to be provided by the 249th Engineer Battalion no later than 30 days from start date of specified training. If contractor fails to do so they will be required to provide such equipment. SCHEDULE REQUIREMENTS: The training package shall consist of a maximum of 120 credit hours of instruction over a 90 day period. Consecutive training is preferred, however not required as compatibility and similarity of course topics may not permit. Scheduling shall be flexible to allow the 249th EN BN to specify required training dates within the limits of the training window identified under this contract. 249th Engineer Battalion will provide the requested training date to the instructor with 45 days lead time. The 249th Engineer Battalion conducts full spectrum operations worldwide and deploys on contingency missions globally in support of the United States Army. The contractor will be responsible to provide all training as described under this contract, even if the dates are changed in order to execute unforecasted deployments. The 249th Engineer Battalion will reimburse the contractor for shipping and transportation costs, if such costs are incurred due to late notice of cancellation within 30 days of a specified training date. DELIVERABLES: Base Contract: The contractor shall provide the 249th Engineer Battalion on site instruction for quantity 1 x training packages as specified in the performance schedule wherein all the curriculum identified in the course topics are covered. SECURITY: There are no security requirements for this training. PERFORMANCE SCHEDULE: Location: A Company(249th EN BN), BLDG 2640, Schofield Barracks, HI 96857, Training Window: From Date of Award thru 30 JUN 2009. COURSE TOPIC OBJECTIVES: SUBSTATION MAINTENANCE I & II, Substation types, applications, configurations, components and applicable maintenance and safety procedures from nationally standards and manufacturer recommendations, Medium voltage circuit breaker fundamentals, maintenance testing methods, Perform insulation resistance, contact resistance, overpotential, vacuum integrity, power factor testing and tank loss index for air oil and vacuum medium voltage circuit breakers in lab, Switchgear arrangement, torque requirements, insulation systems and maintenance intervals, Perform switchgear inspection and maintenance in lab, Battery types, applications, systems and components, Basic Overcurrent and Voltage protective relay fundamentals, maintenance and testing method, Ground testing fundamentals, maintenance and testing methods, Perform air disconnect maintenance and testing in lab, Perform good resistance testing in lab, Perform insulation resistance, transformer turns ratio (TTR), power dissipation factor, core excitation, winding resistance and wide range of insulating liquid tests in lab, Interpretation of all results. CABLE TESTING and FAULT LOCATION: Medium Voltage cable design, construction and operation, Industry standards and procedures for testing, Causes of cable failures, Analysis of the fault, Perform insulation resistance, dielectric strength tests in lab and evaluate results, Locate faults by time domain reflectometer, arc reflection and thumper methods, What constitutes a Fault, Low, Medium, and High voltage methods of fault locating. POWER QUALITY ANALYZER: Understand power quality, Characteristics and standards and why they are important to a facility, Power quality impacts electrical systems and equipment, Properly and safely measure power quality factors, Read various power quality outputs, charts, graphs and reports, Troubleshoot and diagnose power quality problems, Use the Fluke 435 PQA to address all power quality needs, Assess and measure harmonics, Fundamentals of power system harmonics. GROUNDING AND BONDING: Fundamentals of grounding and bonding, Grounding of electrical systems, Service equipment and main bonding jumpers, Grounding electrode conductor, Grounding electrodes and an electrode system, Bonding enclosures and equipment, Equipment grounding conductors, Enclosures and equipment grounding, Grounding separately derived systems, Grounding at (feeder supplied) separate structures, Ground fault circuit interrupter protection, Grounding and bonding for over 600 volt systems, Calculate a grounded conductor size, Sizing an equipment grounding conductor, Calculation to increase the size of and EGC. This acquisition includes Contract Line Item Numbers: CLIN 0001 Overseas Contingency Operation For ILT Electrical Safety Training for 30 Students in accordance with the Statement of Work. CLIN 0002 Travel For A Company 249th Engineer Battalion (PP), Bldg 2640 Stop 425 Foote Ave, Schofield Barracks, HI 96857. CLIN 0003 Manpower Reporting Requirement. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract.
