- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The 316th Contracting Squadron, Andrews AFB, Maryland, intends to negotiate a sole source contract to WFI Stadium Inc., 1600 FedEx Way, Landover, MD 20785. The contract will result in a firm fixed price contract with a one year base period and four (4) one year option periods for the utilization of 20,000 asphalt parking spaces at FedEx Field to accommodate unlimited vehicle parking to support the annual Joint Service Open House (JSOH) weekend event. This event is scheduled for one weekend per year in the month of May. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to D'Jaris.Gladden, djaris.gladden@afncr.af.mil no later than 9 April 2009, 12:00PM EST.
