Small Business Set-Aside: Total Small Business
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-22. The solicitation is reserved exclusively for small business concerns. The solicitation number is Q9512090069, and the solicitation is issued as a request for quotation (RFQ). The NAICS code is 112920 with a small business size standard of $75 million. This solicitation will result in one or more firm, fixed-price contracts. The National Park Service, Olympic National Park, Port Angeles, Washington, is requesting a firm-fixed price for eight (each) pack mules according to the specifications below. Quotes will be accepted in any quantity, from one each to eight each. The National Park Service reserves the right to award Single or Multiple awards based on the Government's visual inspection of mules at vendor locations meeting the Government's specifications. SPECIFICATIONS: (1) Age: four to ten years old. (2) Height: fifteen to sixteen or more hands. (3) Weight: nine-hundred to thirteen-hundred pounds. (4) Gender: John (male) or Molly (female). (5) Color: Any except white or appy. (6) Training: Mules must be at a minimum, halter broke and able to handle all four feet for shoeing purposes. (7) Health: Vendors must be able to provide written documentation of the mule's current wellness check by a certified veterinarian, including results for Coggins test, brand inspection, immunization, and worming. SPECIAL CONDITIONS: (1) Vendors must be located within 650 miles of Port Angeles, Washington for the purpose of Olympic National Park staff making site visits and visual inspections of mules. (2) Olympic National Park is willing to trade or exchange older mules for younger mules. (3) Olympic National Park staff will determine overall quality of the mules and best value for the Government. PRICE SCHEDULE: Vendor shall provide a price quote stating the total quantity of mules, stating the unit price per mule and the gender of each mule (John/Male or Molly/Female), and an extended total. The Government will award one or more contracts resulting from this solicitation to responsible offerors whose quotes conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers: (1) quality of the mule(s) quoted to meet the Government's specifications by visual inspection, and (2) price. Quality shall be considered significantly more important than price. The government reserves the right to request additional information such as photographs of the mules being quoted and veterinarian/wellness certification. The government also reserves the right to make award without discussions. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items, with its offer.
