NSN(s): 4730-00-819-9126 Item Description: CRITICAL APPLICATION ITEM COUPLING HALF, QUICK DISCONNECT..ALUMINUM ALLOY MATERIAL,QUICK DISCONNECT END FEMALE,FITTING END PER MS33514-4, OPERATING PRESSURE 3000 PSI FLIGHT SAFETY CRITICAL AIRCRAFT APPLICATION. Eaton Corporation (00624) P/N 3305-4 Estimated Annual Demand Quantity 771 ( 3,855 for base and 4 option year period) Unit of Issue: EA All responsible sources may submit an offer/quote which shall be acceptable. The subject requirement is for the acquisition of 1 NSN. The proposed procurement includes items within the Federal Supply Class 4730. See Note(s): 12, 22, and 26. 12. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. The requirement will result in an award of an Indefinite Quantity Contract for which delivery orders may be placed for one (1) year. The solicitation will be available in FedBizOpps on or about April 15, 2009, at http://dibbs.dscc.dla.mil/rfp. The scope of this contract includes the acquisitioning of one 1C code and part numbered item. This AMSC code implies that the parts procured under this NSN require engineering source approval by the design control activity in order to maintain the quality of the part. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 USC 2304(c)(1). The delivery for this acquisition will be on an FOB Destination basis. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 5 years. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance, and other evaluation factors as described in the solicitation. This solicitation will be issued on an unrestricted basis with other than full and open competition.
