Description
The purpose of this Sources Sought Synopsis/Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to procure services for converting the Air Force Automated Computer Program Identification Number System (ACPINS) from a web-enabled to a web-based application, or procure a commercial off-the-shelf (COTS) web-based product that satisfies all ACPINS requirements. ACPINS is currently a web-enabled system consisting of an Oracle web application server, Oracle Forms server, and Oracle database server. The RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. The RFI does not commit the Government to contract for any supply or service. The U.S. Government will not reimburse the vendor for any effort completed under this RFI. Vendors who believe they possess the demonstrated expertise and experience adequate to perform subject responsibilities are encouraged to submit a statement of their capabilities as follows: RFI Response Content Instructions: Section 1: Description of company capabilities and experience to provide a COTS product that satisfies ACPINS requirements, and/or, deconstruct and re-architect the existing ACPINS application written in Oracle Forms and Reports and the PL/SQL Web Tool Kit to a fully 100% web based application written in Microsoft ASP.NET language (C#) as follow: • Re-architect existing Oracle database to Microsoft SQL Server 2005 database. • Re-host application on existing OC-ALC/IT web and database servers that will provide users with a more user friendly interface that is consistent with other Windows compatible desktop applications. • Maintenance and Administration of the ACPINS application. • Provide system documentation including a Software Users Manual (SUM), System Architecture Diagram (SAD), and Software Requirements Specification (SRS). • Report project(s) performance versus cost and schedule. Major metrics reported shall include Hours Expended, Work Performed and Cost. • Develop and deliver an Integrated Master Schedule (IMS). • Develop and provide milestone deliverables to OC-ALC/ENGLB including the Data Migration Plan, Training Plan and Test Plan in accordance with the IMS. • Appoint representatives who shall serve as permanent points of contact and information liaisons regarding progress toward achieving program requirements. • Assume responsibility for software baseline, configuration control, and distribution during the conversion project. Section 2: Rough Order of Magnitude (ROM) cost estimate for providing a COTS product that satisfies ACPINS requirements, and/or, deconstruct and re-architect the existing ACPINS application written in Oracle Forms and Reports and the PL/SQL Web Tool Kit to a fully 100% web based application written in Microsoft ASP.NET language (C#) The Capability Statement itself shall not exceed five (5) pages in length. Responders to this RFI should include with the Capability Statement the following information: company name, address, point of contact (POC), email address for POC, phone number, and fax number.
