- DESCRIPTION: Successful offeror shall provide all labor, supervision, tools, equipment, and materials necessary to restore portions of 21.8 miles of trail tread to include drainage and corridor restoration on the West Fork Trail on the Monongahela National Forest, Greenbrier Ranger District, Pocahontas County, WV. Primary items of work include excavation, lead off ditches, removal of existing gates, removal of existing drainage culverts, installing corrugated HDPE pipe culverts, constructing rock spillways, aggregate surface grading, base course grading, brush cutting, loose rock removal, drainage maintenance, installation of traffic guard bollards and 6” diameter Corten steel pipe bollards filled with concrete. GOVERNMENT COST ESTIMATE: Between $25,000 and $100,000 LOCATION: The project is located near Durbin, WV. Directions from Elkins, WV: Proceed South on US 219 approximately 12.4 miles to the intersection of US 250 South. Make left hand turn and proceed 18.7 miles on US 250 to Durbin, WV. Make right turn onto CR 230/13 Highland Street and the trailhead entrance is immediately on your right. PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time will be 180 calendar days from the effective date of the Notice to Proceed. The primary performance period for this project shall be between the dates of May 15, 2009 and October 15, 2009. A Showing/Site Visit will be held on April 30, 2009 at 9:00 am at the Greenbrier Ranger District Office located in Bartow, WV. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This procurement is unrestricted. The NAICS code for this project is 237990 and the size standard is $33.5 million. PAYMENT PROTECTION INFORMATION: A Payment Bond or Irrevocable Letter of Credit (ILC) will be required within 10 days of contract award. The amount of payment protection shall be 100% of the contract price.
