Description
THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. MICC Center Fort Sam Houston is seeking information on sources to provide resources to plan, organize, manage personnel, operate and perform the Fort Sill Directorate of Logistics (DOL) supply, maintenance and transportation logistical support services. Logistical support responsibilities includes active Army, US Army Reserve (USAR), and Reserve Officers Training Corps (ROTC) located in the states of Oklahoma, Arkansas, Louisiana, New Mexico, and Texas along with the Army National Guard. TRANSPORTATION SERVICES includes operating a transportation motor pool for tactical and non-tactical vehicles. Services include materi el movements, personal property shipment and storage, rail and yard operations, terminal warehouse operations, control and operation of the nontactical vehicle (NTV) fleet and driver's testing and training. MAINTENANCE includes Direct Support and General Support (DS/GS ), operator, organizational and depot level maintenance and repair on tactical and non-tactical equipment; preventive maintenance, lubrication, servicing, repair, troubleshooting and diagnosis of malfunctions; removal and replacement of parts, components and assemblies; overhaul and rebuild components; estimating cost of repairs; machine shop alterations; welding; body and fender repair and painting; vehicular type air conditioning equipment and servicing and repair; and repair of equipment in the field. S UPPLY functions include operation of Standard Army Retail Supply System Level 1 (SARSS1) and Standard Army Retail Supply System Level 2A (SSARSS2A) sites, Inventory Management, Storage, Bulk and Retail Fuel Distribution, Ammunition Supply Point, Supply Systems Administration, Asset and Transaction Reporting, National Maintenance Management Program, Hazardous Materials Management Program and the receiving, storing, issuing, classifying, shipping, and disposing of supplies and equipment, except medical. The NAICS contemplated for logistical support services is 561210 with a size standard of $35.5M. However, respondents may identify other potential NAICS codes. It is the Governments intention to solicit the requirement under 8(a) competitive procedures; however the current capabilities of industry, to include large and small business, must be confirmed. As such, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondents responsibility to monitor this site for the release of any synopsis or solicitation. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONSE TO THIS SOURCES SOUGHT: Interested sources shall complete the attached market research questionnaire. It is requested that interested businesses submit to the contracting office the completed market research questionnaire (no more than 10 pages in length, single spaced, 12 point font minimum). The market research questionnaire shall be sent via email to Mr. David Markelz, Contract Specialist, at david.markelz@us.army.mil and Ms. Raineye Holmes, Contracting Officer, at raineye.holmes@us.army.mil. Submissions must be received at the office cited no later than 4:00 p.m. (CDT) on April 9, 2009.
