Description
INDUSTRY DAY ANNOUNCEMENT FOR COMMUNITY BASED DIALYSIS SERVICES The Department of Veterans Affairs (VA) will host two (2) Industry Days in anticipation of the release of a new solicitation for Community Based Full Dialysis Services. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS EVENT. This announcement serves as a notice and invitation to participate in this vendor event and is issued solely for information and planning purposes. The purpose of the Industry Days is to provide information on the upcoming solicitation, clinical requirements, address potential contractor questions, and to solicit industry feedback. The Industry Days are open to all community dialysis providers interested in responding to the upcoming solicitation. The locations and dates are listed below. Attendance is voluntary and is not required in order to propose to future solicitations OVERVIEW AND PURPOSE The VA intends to contract with qualified community dialysis providers to provide, deliver, supervise and monitor outpatient dialysis, home dialysis, peritoneal dialysis, and home hemodialysis services to eligible referred VA beneficiaries within (Veteran Integrated Service Network) VISNs 6, 9, 15, 18, 20 and 22 as listed below. The contractor will also provide home hemodialysis training to eligible referred beneficiaries. Contracted outpatient services and home hemodialysis training will be provided at the contractor facilities/locations. Home and outpatient based hemodialysis services will utilize contractor resources, contractor owned and maintained equipment, contractor staff, and patient owned equipment for peritoneal dialysis. The contractor will provide the services and associated health care in a manner consistent with the clinical needs of the patient and extend the same or superior standards of quality care as delivered to the contractor's non VA patients. The VA will generate a referral as authorization, and to serve the purpose of an order, for patient care and payment for outpatient dialysis, home dialysis, home training, and peritoneal dialysis services. The contractor will provide all medically necessary dialysis equipment, supplies and services, excepting patient owned peritoneal dialysis equipment. The contractor will supply all qualified staff to accomplish the services included in this contract. Contractor personnel providing services will be certified, licensed, board certified, or board eligible as appropriate for the region of care. Contractor services will be provided in a medically acceptable setting and employ medically safe practices. This contract will not include professional nephrology services. All billings will be in Medicare compliant format. All treatment modalities must be in accordance with the Medicare treatment guidelines. Contractors will be responsible for internal and subcontractor's Quality Assurance and ongoing Continuous Quality Improvement measures and reporting. An acceptable medical record storage policy shall be established by the Contractor for ease of retrieval and communication of a patient's clinical information. Contractor's practices to safe-guard the VA patient's secure information must be established in accordance to the current VA, Privacy Act, and HIPAA requirements. Contractor personnel who have reason to see/handle VA beneficiary personal health information will complete the required VA online privacy prior to contract initiation. The government intends to award a firm fixed price indefinite delivery indefinite quantity type contract, with a base plus 4 option years. In accordance with FAR 52.216-27, the government reserves the right to make single or multiple awards based on what is most advantageous to the government. The following VA Medical Centers are included within each VISN: "VISN 6, Mid Atlantic Healthcare Network--Asheville, Durham, Fayetteville and Salisbury, North Carolina; Hampton, Richmond and Salem, Virginia; and Beckley, West Virginia "VISN 9, Mid South Healthcare Network- Huntington West Virgina; Lexington and Louisville Kentucky; Memphis, Mountain Home, Murfreesboror, and Nashville Tennesse. "VISN 15 (Optional), Heartland Healthcare Network-VAMC Columbia, Kansas City, St. Louis, Poplar Bluff, Missouri; Leavenworth, Topeka, Wichita, Kansas; Marion Illinois. "VISN 18, Southwest Network- Albuquerque, New Mexico; Amarillo, Big Spring, El Paso, Texas; Phoenix, Prescott, and Tucson, Arizona. "VISN 20, Northwest Healthcare Network- Alaska; Boise Idaho; Portland, Roseburg, and Southern Oregon; Puget Sound, Spokane, and Walla Walla, Washington. "VISN 22, Desert Pacific Healthcare Network- Greater Los Angeles, Loma Linda, San Diego, California; and Southern Nevada. LOCATIONS, TIMES, AND DATES The first Industry day will be held in the Phoenix, AZ area on April 23, 2009 from 9:00AM through 12:00PM, Mountain Standard Time at the Arizona Golf Resort: Arizona Golf Resort 425 South Power Road Mesa, Arizona 85206 The next Industry day will be held in the Nashville, TN area on May 5, 2009 from 9:00AM through 12:00PM, Central Time at the Airport Embassy Suites: Embassy Suites (Airport) 10 Century Blvd Nashville, TN 37214 ADDITIONAL INFORMATION Although not required, contractors are encouraged to register due to limited space. If you would like to attend, please email Ms. Benita Freelon at benita.freelon@va.gov. The Industry Day agenda will be sent with registration confirmation. Contractors attending the Arizona location are requested to register with Ms. Freelon by April 20, 2009. Contractors attending the Tennessee location are requested to register with Ms. Freelon by April 27, 2009. Contractors are welcome to attend either or both Industry Days. Each Industry Day will cover the same information. All questions and answers that arise from the Industry Days will be posted with solicitation.
