Description
NASA/KSC has a requirement for annual preventative maintenance for three Carl ZeissSMT Scanning Electron Microscopes. NASA/KSC intends to purchase these services from, CarlZeiss SMT Inc. One Corporation Way Peabody, MA 01960. Carl Zeiss SMT Inc is the original equipment manufacturer for three Scanning ElectronMicroscopes that are currently in operation at KSC. This is an existing NASA hardwaresystem, for which we have contracted with Carl Zeiss SMT Inc in the past for performanceof this work. The Carl Zeiss SMT Inc technicians are specifically trained for the repairand calibration of these existing proprietary systems. In addition, repair of parts,replacement of any spare parts, and operational software upgrades are only available fromthe Carl Zeiss SMT Inc trained technicians. Work on these systems performed by othernon-qualified vendor technicians would invalidate any existing warranties. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 15, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
