Description
RFQ 2009-015 Excel Workbook which Contains worksheets This is a combined synopsis/solicitation. This announcement constitutes the only solicitation. Proposals are being requested. The United States Senate Office of the Sergeant at Arms (SAA) requires a Commercial-Off the Shelf (COTS) Time and Attendance System to replace its existing time and attendance system. The budget for this system is $30,000. REQUIREMENTS: All requirements are provided in this Solicitation. See notice attachment entitled "Excel Workbook RFQ 2009-015." INSTRUCTIONS: The Offeror's response shall contain the following completed excel worksheets: 1) Attachment A: Pricing Table; 2) Attachment B: Time and Attendance Requirements; 3) Attachment C: Option Years Maintenance and Support; and 4) Attachment D: Past Performance. The response shall be submitted electronically via email only to acquisitions@saa.senate.gov. (The SAA will not accept any faxes or mail deliveries). The subject line of the email message shall be RFQ 2009--015 "Commercial Off the Shelf (COTS) "Time and Attendance System". Proposals must be received no later than April 21, 2008 at Noon EDT. Access to information in any files attached to the response is the responsibility of the submitting party. The SAA is not responsible for any failure to access information Questions regarding this acquisition shall be submitted in writing to acquisitions@saa.senate.gov, no later than April 8, 2008 at Noon EDT. Although the SAA does not anticipate any amendments, the Offeror is responsible for monitoring this site for release of Solicitation amendments (if any). The SAA will not respond to telephone requests for information. Oral communications are not acceptable in response to this notice. EVALUATION FACTORS FOR AWARD: The following factors shall be used to evaluate offers: (1) Technical acceptability of product offered, in terms of whether it meets or exceeds the Solicitation requirements; (2) Past performance information for the Offeror; (3) Support and maintenance offered; and (4) Evaluated price. Non-price evaluation factors are equally important, and collectively, are significantly more important than evaluated price. Responses received without the required information will be considered non-responsive. The anticipated award date is late May 2009. TELEPHONE REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED. THE SENATE OR THE SAA WILL NOT BE RESPONSIBLE FOR ANY COSTS FOR THE PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. THIS NOTICE CONSTITUTES THE ENTIRE SOLICITATION AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE.
