- Description
- The 96th Contracting Squadron at Eglin Air Force Base, Florida, intends to solicit, negotiate, and award an ID/IQ (base with four option years) contract for Ground Herbicide Application services. The contractor shall furnish all services, personnel, equipment, herbicide, and supplies necessary for effective and legal herbicide application on specified areas on Eglin AFB. Services will include herbicide application on multiple sites, on a rough total of 2,500 to 3,000 acres. The Contractor will purchase herbicides for this contract, and the Government will reimburse the Contractor at the Contractor's cost. Service shall also prepare sites for hand-planting of containerized longleaf; release longleaf pine; improve habitat for endangered species; improve habitat for other wildlife species; facilitate re-establishment or promotion of native groundcover species; for other needed vegetation management; and to provide technical advice. Longleaf pines are to be protected and remain free to grow. Crew supervisors and Vegetation Management Professionals must also possess Florida Licenses in appropriate categories. The herbicide application shall be accomplished in accordance with the best industry standards; herbicide labels; federal and state laws; Air Force Instruction (AFI) 32-1053 (1 Apr 1999) http://www.epublishing.af.mil/shared/media/epubs/AFI32-1053.pdf; DOD Instruction (DODI) 4150.07 (29 May 2008) http://www.dtic.mil/whs/directives/corres/pdf/415007p.pdf (Each Crewmember must possess a Florida Commercial use pesticide license in the categories of either Forest Pest Control or Natural Areas Weed Management and Aquatic Pest Control category may be required); Eglin Air Force Base (AFB) policies, which require these herbicide treatments to be scheduled in advance as missions(military activities will take priority); and Eglin AFB environmental documents. The North American Industry Classification System (NAICS) is 115310 and the small business size standards $7.0 million.. The solicitation/Request for Proposal (RFP) is a total Small Business set aside. All responsible small business contractors are encouraged to participate. Expect the solicitation to be posted to this site on or about 22 April 2009. Telephone requests to be placed on the mailing list will not be honored. This acquisition will be solicited in accordance with FAR Part 12, Acquisition of Commercial items, and FAR Part 13, Simplified Acquisition Procedures.
