Description
This sources sought notice is issued in an effort to conduct additional market research for information and planning purposes only. The Government is soliciting information to determine the availability of all businesses capable to perform the requirement indicated below. The requirement is for services, providing a Crisis Intervention Shelter, consisting of a temporary residential shelter and crisis intervention counseling for active duty military personnel and/or family members of active duty personnel who are victims of spouse abuse. The shelter must be located in the Killeen/Copperas Cove/Harker Heights metropolitan area. Performance Work Statement (PWS) includes the following assistance: 1. Temporary Residential Shelter. Provide housing, to include, but not necessarily limited to beds, restroom, bath, and kitchen facilities, and related furnishings. Adequate security measures, e.g., bars on windows and doors and area fenced, in order to provide optimum safety for residents. Provide food for three balanced meals daily and two snacks daily to each shelter resident. Meals for infants and children shall be tailored to their specific nutritional needs. Provide personal hygiene items, first aid supplies, and over-the-counter drugs, as needed. 2. Crisis Intervention Counseling. Conduct face-to-face discussion with a new resident within 1 hour of arrival to develop a Crisis Intervention Plan. Provide to the victim of spouse abuse immediate intervention and a short term helping process that focuses on the resolution of an immediate incident or threat of spouse abuse, protecting the victim, preventing further maltreatment and reducing Family violence through the use of counseling, education and community, medical, and legal resources. 3. Care of accompanying children. Provide temporary residential shelter to children of the spouse abuse victims. In cases where the victim needs to be temporarily absent from the shelter (for appointments, counseling, etc.), the agency shall assist in the coordination of temporary child care between the victim and another resident. 4. Advocate. Provide a personal advocate for each resident who shall aid the resident in accessing appropriate service providers. 5. Case Record. Develop and maintain a case record for each eligible resident. 6. HOTLINE. Provide 24-hour information, referral, and crisis intervention telephone service for victims of spouse abuse by qualified and trained personnel that can provide counseling, assessment of critical needs, crisis intervention, and information and referral to available community resources. 7. Transportation. Provide transportation within a 50 mile radius of Fort Hood, Texas, for residents for purposes of obtaining medical treatment, scheduled counseling at MEDDAC/DSW and elsewhere, legal No final commitment has been made to procure the stated requirement; therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 624221(Temporary Shelters)and the Small Business Size Standard is $7.0M. Interested parties may submit a Statement of Capability for satisfying this requirement to the contact person(s) listed below. This announcement is not a request for competitive proposals. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information and/or other technical informational literature demonstrating the ability to perform the above requirements via email to the point of contacts below. Include business size in relation to the NAICS code of 624221 in your Statement of Capability. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the U. S. Army and will not be returned. Responses are requested by 14 April 2009, no-later-than 4 p.m., central standard time and should include a point of contact, phone number, fax number and email address.
