- NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT Under the authority of Federal Acquisition Regulation (FAR) SubPart 6.2-Full and Open Competition After Exclusion of Sources, exception FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, the U.S. Office of Personnel Management (OPM) intends to award a sole source contract to Organizational Trainers & Consultants for Creating and Sustaining High Performance Organization courses for the Food and Drug Administration, Center for Food Safety & Applied Nutrition. The performance period is between April 15 and September 30, 2009. This is companion training to other courses delivered and is a direct result of data gathering and analysis conducted by Organizational Trainers & Consultants Therefore the only source for these services is Organizational Trainers & Consultants. This notice does not constitute a formal solicitation, nor is it to be considered as a Request for Quotation (RFQ) or Request for Proposal (RFP). No solicitation document is available. Telephone and facsimile request will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice shall show clear and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to the attention of Terry Stotts via e-mail at terry.stotts@opm.gov no later than 5:00 p.m. est. April 14, 2009.
