- THIS IS AN EMERGING SMALL BUSINESS SET-ASIDE ACQUISITION. THIS RFP IS OPEN ONLY TO EMERGING SMALL BUSINESSES. AWARD WILL BE PROCESSED PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. The Contractor shall furnish all labor, materials, and equipment necessary to perform the following work: A. Remove approximately 2,640 feet of existing fence and construct approximately 2,640 feet of 4 wire barbed fence in accordance with attached specifications and drawings.B. Dispose of all old fence materials from the 2,640 feet of fence removal and any other excess material from the project at a location off the refuge. It is the winning offerors responsibility to locate this disposal site. SITE CONDITIONSThe proposed fence line traverses terrain that may be wet, sandy or uneven. There may be a number of small drainages, rises and falls, and rocky or compacted soils. Contractors are urged to visit the work sites and become familiar with existing conditions. Failure to ascertain the nature, location, and conditions which affect the work will not relieve the Contractor from the responsibility for successfully performing the work without additional expense to the Government. LOCATION AND INSPECTION OF SITEa. The site for fence construction is on the Lake Minatare Corral Area, located approximately 15 miles northeast of Scottsbluff, Nebraska in Scottsbluff County. Scottsbluff, Nebraska is located approximately 85 miles northwest of Crescent Lake National Wildlife Refuge in Garden County.b. Prospective offerors may inspect the site by making arrangements with Marlin French at Crescent Lake National Wildlife Refuge (308) 762-4893. The estimated magnitude of construction is under $30,000.00. The NAICS code 238990, All Other Specialty Trade Contractors, and the small business size standard is $14 Million. The solicitation package is anticipated to available electronically on/or about April 2, 2009, with an anticipated closing date of April 23, 2009. Copies of the Request for Proposal, specifications and drawings can be obtained at http://www.fbo.gov once available for issuance.
