- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Device Engineering Company, Inc, 606 Mayflower Avenue, Fort Walton Beach, Florida 32547, for the support of troubleshooting and repairing the Power Converter Unit (PCU). The following statements provide justification for this requirement being sole sources: Device Engineering is uniquely qualified to repair PCUs. Device Engineering has repaired PCUs for Panama City and has built up a knowledge base that will be difficult for another contractor to acquire. Additionally, Device Engineering wrote the repair procedures for PCUs in a previous contract. Accomplishing this SOW will require the ability to troubleshoot the PCU, which will be difficult to obtain from another contractor. Qualifying another contractor would be costly and time-consuming. The Request for Quote (RFQ) number is N61331-09-T-3514. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 811219 with a small business size standard of $7,000,000. The order shall be firm fixed price with the anticipated award date of April 2009. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area.
